This Request for Expression of Interest (REOI) follows the General Procurement Notice (GPN) for this project that appeared in the UN Development Business publication of February 18th, 2015 and in three Nigerian Newspapers of the same date: (i) The Guardian, (ii) Thisday and (iii) Daily Trust.
The Federal Republic of Nigeria, through the National Planning Commission has received an EU-Financing Grant (10th EDF) from the International Development Association (IDA) towards the cost of implementing State and Local Governance Reform Project. Cross River, being one of the six beneficiary states of the grant, now intends to apply part of the proceeds for towards engagement of a consulting firm to “Conduct Statewide Survey for Enumeration of Eligible new Taxpayers (individuals/corporate organisations) and determination of functional and technical requirements for Taxpayer Electronic Database Management System (EDMS) for Cross River State Internal Revenue Service (CRIRS)”
The consulting services (“the Services”) include as follows:
- To conduct a comprehensive tax survey for identification/enumeration of eligible new tax/revenue payers (individuals/corporate organisations) in all the 18 local government areas (LGAs) of Cross River State for Cross River State Internal Revenue Service (CRIRS);
- To validate/verify existing tax/revenue payers’ database (individuals/ corporate organisations) in Government Agencies and other Agents through validation/verification of tax payers information in the existing database;
- Harmonization of existing tax/revenue payers’ database (Individuals/ corporate organisations) with the Federal and Cross River State Government Agencies and other Agents, including the Joint Tax Board (JTB)- Tax Identification Number (TIN) Project;
- Production of tax/revenue database in hard and soft copies;
- Identify the major structural and institutional arrangements necessary for setting up the tax Electronic Database Management System (EDMS)
- Determine functional and technical requirement for the tax Electronic Database Management System (EDMS).
- Identification of key processes and methods for gathering and updating tax payers’ information and intelligence
CRSLOGOR now invites eligible consulting firms to indicate their interest in providing the above services. Interested consulting firms are hereby requested to submit a statement of capability, indicating relevant experience on similar assignments in Nigeria or elsewhere. This should include, but not limited to, summary of CVs of its key staff, provision of company profiles/brochure, description of similar assignments carried out in the last five years, experience in similar conditions, availability of appropriate skills among key staff,
The consulting firm will be selected in accordance with the World Bank Guidelines: Selection and Employment of Consultants by the World Bank Borrowers, January 2011.The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties.
