Invitation for Pre-Qualification and Tendering for Tertiary Education Trust Fund (Tetfund) 2014 Special Intervention Projects
1.0 Introduction
The Emmanuel Alayande College of Education, Oyo has planned to use her 2014 TETFUND Special Intervention for the following projects:
- Supply and installation of Furniture
- Procurement of Musical Equipment
- Procurement of Office Equipment
- Procurement of Vehicles
To this end, the College hereby invites competent/qualified Contractors to submit Technical and Financial bids for the execution of the projects.
(2.0) Pre-Qualification Requirements
Prequalification requirements include the following minimum conditions:
(i) Evidence of Registration with the Corporate Affairs Commission (CAC)
(ii) Evidence of Tax Clearance Certificate for the last three (3) years (2012, 2013 and 2014).
(iii) Evidence of Value Added Tax (VAT) Registration, Tax payer Identification Number (TIN) and evidence of remittance for the last three years (2012, 2013, 2014).
(iv) Evidence of necessary financial capability backed by reference from a reputable Bank.
(v) Evidence of relevant verifiable experience on recent similar projects in Nigeria in the last three years (2012, 2013, 2014).
(vi) Company’s Audited Account for the last three (3) years (2012, 2013, 2014).
(vii) Verifiable List and Evidence of necessary equipment and facilities for project execution
(viii) Evidence of Compliance with the provisions of the Pension Reform ACT; 2014.
(ix) Evidence of Compliance with the provisions of the Industrial Training Fund (JTF) Amendment Act 2011
(x) Quality Control Assurance Manual of the Company
(xi) A sworn Affidavit indicating that none of the Directors has been convicted in any Country for any criminal offence relating to fraud or financial impropriety.
(xii) Refundable Bid Security of 2% of the bid price by way of a bank guarantee issued by a reputable bank.
(xiii) Indication of Professional, Technical and Administrative staff strength with academic/professional qualification and years of experience of key personnel available for the project.
(xiv) A declaration or sworn affidavit indicating that all documents submitted are genuine and verifiable.
(3.0) Tender Procedure
Interested Contractors should collect tender documents from the Office of the Registrar up on the presentation of evidence of payment of N20.000.00 Non-refundable Tender Fees per project at the College Bursary.
(4.0) Submission Guide
Both the Technical and Financial Documents should be neatly bound and each sealed in a separate envelope marked at the top prequalification or tender documents respectively and both packed in a bigger envelope with the specific project title. The envelopes should be addressed to:

The document should be dropped in the Appropriate Tender Box stationed in the office of the Registrar on or before 12.00 noon on Monday. May 4th 2015.
5.0 Opening of Pre-Qualification and Tender Documents
The submission will be opened at 12.00 noon on Monday. May 4th 2015 at the Council Chamber of the College, in the presence of all bidders who choose to attend.
NOTE:
Only the bids of those who fulfill the pre-qualification and tender criteria would be considered. The College is not duty bound to accept the lowest or any bid.
- Electronic bidding “shall not” be permitted
- The College reserves the right to reject any or all pre-qualification packages.
- Full tendering procedures will be applied to tenderers that are found prima facie qualified and capable of executing the chosen project.
- This announcement does not constitute an offer by the College to transact with any party, nor does it constitute a commitment or obligation on the part of the College to procure works or goods.
- The College will not be responsible for any costs or expenses incurred by any interested party in connection with any response to this invitation.
