Invitation for Expression of Interest: Individual Consultant
The Hadejia-Jama’are-Komadugu-Yobe Basin Trust Fund (HJKYB Trust Fund) is set to implement a project on the “Preparation of Strategic Action Plan for Water Resources Development in the Komadugu-Yobe Basin”. The project is supported in part with a grant from the African Water Facility, a special fund administered by the African Development Bank. The HJKYB-Trust Fund intends to shortlist consultants for the provision of the required services. The HJKYB-Trust Fund wishes to recruit, at its own expense, an Individual Consultant (Procurement Specialist) for a six months fixed-term to take responsibility for all procurement matters relating to the project. He or she will facilitate procurement activities of the PIU to ensure timely provision of resources and services to facilitate efficient implementation of the project in accordance with the schedule.
Indicative Duties and Accountabilities:
(i) Prepare procurement and contract management sections of the Project implementation Manual:
(ii) Prepare and maintain detailed procurement plans for the project, to be included in quarterly and annual work plans of the project,
(iii) Provide support in all stages of the procurement process of goods, works and services necessary for the effective, smooth and timely preparation and implementation of the project.
(iv) Prepare bidding documents and coordinate preparation of relevant inputs such as TORs, specifications and bills of quantities.
(v) Prepare draft procurement notices in liaison with project staff, and coordinate the evaluation of bids and proposals, including preparation of bid evaluation reports, recommendation for awards, and draft contract documents.
(vi) Arrange for bid opening and negotiation meetings and record proceedings;
(vii) Monitor all procurements to ensure adherence to schedule and standards, and that contractual arrangements for external services (such as consultancies, supply of goods and services, and works) are fulfilled:
(viii) Maintain up to date procurement records, ensuring bidding processes are documented in accordance with applicable rules and procedures.
(ix) Prepare consolidated procurement reports and contribute to project progress reports;
(x) Provide the Internal and External Auditors with procurement related information as requested;
(xi) Perform any other duty assigned by the Project Coordinator.
Qualification and Experience:
The Procurement Specialist should demonstrate the following qualifications and experience:
- A Masters Degree in Engineering or Architecture or a relevant degree with specialist training and/or proven track record in procurement.
- At least 5 years’ experience of procurement management, with good knowledge of procurement concepts, principles, and approaches to international procurement.
- Experience with donor-funded projects, and in using donor procurement rules and procedures. Experience of AfDB or WB procurement procedures will be an advantage. Experience with a procurement regulatory authority will also be considered.
- Extensive knowledge in preparation of bidding documents, requests for Proposals including TORs, evaluation of bids/consultancy proposals within a wide range of procurement methods
- High level of precision in written communication, as well as excellent analytical and observation skills in reviewing and verifying documents.
- The candidate shall be computer literate with demonstrable proficiency in Microsoft Word and Excel Spread sheet.
