TENDER OPPORTUNITY: Mechanical/Electrical Technical Training & Administrative Management
- Introduction
GE intends to build a new training facility that will develop talent for GE’s multimodal facility and the Nigerian Market. This facility is located in Calabar Free Trade Zone, Cross Rivers State Nigeria with a total footprint of approximately 4.640m2 plot,
The training and administration facility is designed to be a two (2) storey building with ten (10) internal and external spaces consisting of technical lab/workshops, classrooms, auditorium, open plan/individual offices, catering facility, dining halls and associated auxiliary accommodation, designated visitor and employee car/motorcycle parking with potential scope for community outreach programme with introduction of sports recreational facilities.
2. Scope of Work
Curriculum Development
- Implement Mechanical and Electrical curricula that will be delivered to Technical Apprentices/Engineers.
- Curricula meet and are accredited NABTEB, COREN, NBTE, Ministry of Education (MoE) and GE requirements.
- Deliver GE Technical Curricula for the following divisions i.e. Power & Water, Subsea, Oil & Gas, Turbo Machinery etc.
- Design and development of participants/students assessment and evaluation processes to determine learning and competencies acquired or proficiency level attained.
- Delivery-of curricula should be 75%+ practical “hands-on”
Faculty Certification Program.
- To develop faculty with subject matter expertise in Mechanical and Electrical training to deliver the training programs.
- Faculty has to be qualified and certified M&E technical trainers/facilitators who meet the requirements of COREN, NBTE, Ministry of Education (MoE).
- Faculty to undertake evaluation, assessment and continuous education & certification to remain consistent with Nigerian Technical Education regulatory requirements.
- All assigned faculty provided by the Service Provider will be fluent in English if they are to deliver in English, Faculty are generally expected to be highly-conversant in English, (spoken and written) in order to participate in the execution of the stated roles and responsibilities.
Learning Administration Services
- Managing ‘student life-cycle1 processes from enrolment into the program to completion/graduation and certification
- Maintenance of detailed student records – attendance, proficiency level, and completion and certification status.
- Provide satisfactory room scheduling and utilization capability.
- Mandatory Requirements/Selection Criteria
- Proven record of similar services performed in similar industries
- Excellence in instructional delivery/trainer/facilitator skills.
- Subject matter expertise
- Membership of professional associations such as COREN, and certified by NBTE, NABTEB, Ministry of Education, etc.
- The Service Provider must have subject matter expertise in Mechanical and Electrical Engineering curriculum design, delivery and implementation
- Excellence in instructional delivery/trainer/facilitator skills
- Proven record of similar services performed in similar industries -provide evidence of similar work done and details of clients

- Nigerian Content
“Nigerian Content is the quantum of composite value added to, or created in, the Nigerian economy through a deliberate utilization of Nigerian human and material resources and services in the exploration, development, exploitation, transportation and sale of Nigerian crude oil and gas resources, without compromising quality, health, safety and environmental standards”.
“Nigerian Company” is a company formed and registered in Nigeria in accordance with the provisions of Companies and Allied Matters Act with not less than 51% equity shares by Nigerians.
GE is committed to the implementation of the Nigerian Oil and Gas Industry Content Development Act. Therefore, GE expects CONTRACTOR to maximize the opportunities for Nigerian capacity utilization and development of in-country expertise.
Tenderers shall demonstrate 100% compliance to Nigerian Content Act and targets as set in schedule A of the NOGICD Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
Tenderers shall submit a National Content (NC) Plan that shall contain provisions intended to ensure that: first consideration shall be given to services provided from within Nigeria and Nigerians shall be given first considerations for training and employment in such plan submitted.
As part of their submission, Tenderers shall provide the following information:
Detailed description of the location of In-country committed facilities & infrastructure (assets, equipment, school facilities, etc.) in Nigeria should be provided to support this contract or submit a credible-and verifiable plan towards setting-up.
Ownership Structure: Tenderer shall provide details of commitment to Nigeria in the context of capital investment, infrastructure in Nigeria and personnel, including professional position and training with respect to the performance of the WORK; Tenderer to provide CAC forms C02” and C07 and address of business, .
Nigerian Resources: Tenderer shall maximize the use of Nigerian RESOURCES – materials / sub-contractor(s) / sub-supplier(s) proposed for the performance of the WORK.
Nigerian Personnel: List of Nigerian personnel including their CVs, etc. being proposed for the execution of the WORK;
- Tenderer is requested to submit, along with the full description of materials, services, labour and equipment in all activities planned to be utilized.
- Use of local services: Tenderer is encouraged to use local services (and show evidence of such) where these are technically and commercially acceptable.
- Tenderers should provide details of sub-contractors and suppliers to be utilized in the course of job execution. Details on the subcontractor or sub-supplier, Name, Address (not P.O. Box), Ownership structure, Registration documents, Management structure, Senior staffing situation and distribution, and Service description as it pertains to the contract.
- Tenderers are to provide copy of Nigerian Content Equipment Certificate (NCEC) or evidence of application to NCDMB for the issuance of NCEC
- Innovative Proposals: Any further innovative proposals that Tenderer considers relevant for the enhancement of Nigerian Content for this Project WORK.
Bidder’s failure to comply with the NOGICD Act or demonstrate commitment to Nigerian Content Development will result in Bidder’s disqualification
