Terms of Reference/Expression of Interest
Preamble
The UNHCR office in the Federal Republic of Nigeria is currently seeking an auctioneer for the organization to conduct sales auctions in Lagos and Abuja in 2015.
Conditions
- The Auctioneer will be responsible for organizing all the necessary transport from the current location of the items to the auction site. The costs incurred will be deducted from the proceeds auction.
- The Auctioneer, in partnership with UNHCR, will be responsible for the publication of advertisements using the following means: newspapers, press, radio, Internet and SMS. These ads should include the following: The date of the sale, the terms of participation, the viewing period and time to recovery of articles. The costs incurred will be deducted from the auction.
- The Auctioneer will establish before the auction indicative panels made in a professional manner clearly indicating the place of sale in order to facilitate the access of bidders.
- The Auctioneer will provide the facilities for conducting the auction. It will also be responsible to ensure for the security of the property to be auctioned and storage. The costs incurred will be deducted from the auction.
- The Auctioneer has to provide to UNHCR a professional and written evaluation of all vehicles sold, at least 10 days before the auction.
- The costs incurred will be deducted from the auction. The Auctioneer will be responsible for cleaning the vehicles and other items to be offered at the auction. The costs incurred will be deducted from the auction.
- The Auctioneer will remove all UNHCR logos, as well as other equipment that are not part of the auction before the viewing period. The costs incurred will be deducted from the auction.
- The Auctioneer will organize with tax authorities the assessment of duties and taxes prior to the auction and inform UNHCR in writing of the results for each item or vehicle.
- The day of the sale, the Auctioneer will be in charge of collecting the full amount due.
- Once the collection of payments is complete, the Auctioneer will transfer on behalf of UNHCR the proceeds of the sale, less the fees and expenses incurred.
- The Auctioneer will report final task with all the details related to the gross sale amount, expenses incurred, commission of the Auctioneer, the amount paid on behalf of UNHCR.
- The Auctioneer will ensure that all taxes, duties and VAT are paid before the properties or vehicle to the buyer being released.
- The Auctioneer shall be the intermediary for UNHCR in all transactions relating to the auction.
- The Auctioneer is responsible for all matters related to the sale of goods and intervene with the bidders in order to eliminate any contact between UNHCR and the bidders.
- The Auctioneer agrees to appoint representatives who will be present during the viewing period.
Requirements
- UNHCR calls the Auctioneer lead open publication. These auctions should be accessible to as many participants as possible.
- UNHCR reserves the right to contact former clients such as other UN agencies, local embassies, etc. This is to inform them of the holding of the auction sales (date/time/terms of participation/lists sale).
- UNHCR demands that the Auctioneer prevents collusion which could cause lowering of tenders and to ensure transparency and integrity of the auction.
- This agreement is effective 30 days after the initial auction. Both parties agree to negotiate in good faith on an extension that will incorporate lessons learned from the initial auction.
