Request for Proposal for the Supply and Installation of ICT Infrastructure and MPLS Based Broadband Network for the Commission
1.0 Introduction
The National Pension Commission (PenCom) established by the Pension Reform Act 2014 to administer, supervise and regulate all pension matters in Nigeria is desirous of acquiring computing equipment, hardware systems and peripherals for its operations towards implementing the Contributory Pension Scheme.
To this end, PenCom as part of the implementation of the Corporate Strategy of the Commission is carrying out Information and Communications Technology (ICT) infrastructure enhancements to enable ICT drive and support the implementation of the corporate vision.
2.0 Scope of Work
The Commission intends to implement solutions across the following arears and is requesting bids based on the following under-listed four (4) lots:
Lot-1 Standard bid documents for the procurement of Business Continuity Ecosystem.
Lot-2 Standard bid documents for the procurement of Video Conferencing Technology infrastructure.
Lot-3 Standard bid documents for the procurement of Contact Centre Technology infrastructure.
Lot-4 Standard Request for Proposal for MPLS Based Broadband Network Provision.
3.0 Collection of Tender Document
The tender document can be collected from the National Pension Commission at 174 Ademola Adetokunbo Crescent, Wuse II, for a fee of N195,000.00 (One Hundred and Ninety five thousand Naira) in certified bank draft made payable to the National Pension Commission, from Monday 23rd February, 2015. Evidence of payment of tender fee must be attached to the tender document at the time of submission.
4.0 Pre-Qualification Criteria
Interested companies are required to submit the following documents and present the original copies for sighting during the bid opening:
(1) Verifiable Evidence of Incorporation and registration with CAC.
(2) Verifiable Tax clearance Certificate for the last preceding 3 years.
(3) Verifiable Evidence of VAT registration and remittance.
(4) Verifiable Evidence of compliance with the Pension Reform Act 2014 by inclusion of the Certificate of Compliance from the National Pension Commission.
(5) Verifiable Evidence of compliance with the Industrial Training Fund (ITF) Amended Act 2011 by inclusion of compliance letter from ITF.
(6) Companies audited account for the preceding 3 years.
(7) Number of years of experience of similar work of the same magnitude.
(8) Detail of at least two similar projects undertaken in the past 12 months with verifiable evidence. Examples of supporting evidence include award letters, completion certificate and employers’ contact person.
(9) Profile of the Company including list of Professional Staff qualification and competence for the assignment.
(10) Evidence of financial capability supported with bank reference.
(11) Manufacturer Authorization in respect of the proposed solution.
(12) Every Submission must be accompanied with an affidavit that all information and documents submitted are true and correct and that no officer of the Commission is a former or present director, shareholder or someone with any pecuniary interest in the bidder.
(13) Evidence of payment of the non-refundable fee of N195,000.00 (One Hundred and Ninety five Thousand Naira) per Lot, in certified bank draft made payable to National Pension Commission at the time of Collection of the Tender Document.
(14) Submission of all other mandatory document/ material that are contained in the bidding document.
(15) Submission of Bid security as specified in each Lot.
5.0 Submission of Documents
The prospective Bidders shall enclose the original and two copies of Technical and financial bids in three (3) separate envelopes clearly marked “Technical” and “Financial”, and enclose the three (3) separate envelopes, with all the pages duly endorsed by the bidder and placed within one sealed large outer envelope which shall bear the Lot number and description, the name and address of the Company. The bidder shall also include one (1) soft copy of the bidding documents in one USB. All documents shall be addressed to:

The documents shall be submitted in the Bid box at the Reception of the Commission’s Head Office at 174, Ademola Adetokunbo Street, Wuse II, Abuja not later than 3.00pm 3rd April, 2015. The opening of the technical bids and the qualifying financial bids will take place immediately thereafter. The submissions would be subjected to technical and financial bids evaluation. Please note that the Commission is not obliged to award the project to the lowest financial bids.
