Request for Proposal – Environmental and Social Audit
(1) Introduction
Abuja Electricity Distribution Company (AEDC) established in 1997 is a company registered under the laws of the Federal Republic of Nigeria based on the privatization of the power distribution in Nigeria. AEDC is required to maintain power quality in line with prevailing Nigeria regulations as set by the Nigerian Electricity Regulatory Commission (NERC) in their customers’ service standards of Performance, together with internationally accepted standards (IEC 60050).
AEDC is seeking proposals from qualified consulting firms for the provision of an environmental and social audit aimed at identifying the AEDC environmental and social risks arising from our Legal 7 Regulatory Obligations as well as our day to day operational activities. The Environmental Audit will be carried out by an Environmental and Social Consultant Registered and Accredited by the Federal Ministry of Environment as required by law. The consultant is expected to undertake the following tasks:-
- Assemble a highly specialized and competent environmental and social audit team;
- Provide detailed description of the methodology, protocols and work plan for performing the audit exercise;
- Review existing Environmental and Social Management guidelines and procedures that are currently in place in AEDC;
- Realign the reviewed Environmental and Social Management Procedures and Guidelines to the expectations and requirements of the Nigerian Environmental Regulatory requirements and the expectations of the International Financing and other Lending Institutions such as the World Bank/IFC, African Development;
- Conduct multiple site visits with the team of experts for surveys and data collection;
- Audit the environmental and social impacts arising from the operational activities of AEDC;
- Submit an environmental and social aspects vulnerability risk register listing the Environmental and Social Risks and aspects identified and the proposed appropriate remedial and mitigation measures.
(2) RFP Administration
Any questions and/or communications pertaining to this RFP and your proposal must be directed only through email to aedcproeurement@gmail.com with subject: RFP Environmental and Social Audit, The questions will be addressed and all questions and answers will be submitted to all entities who have indicated interest in this RFP via email. Consulting firms should not contact any AEDC employee or representative to discuss this RFP or any information relating thereto. Such contact may subject your company to disqualification from this RFP process. Consulting firms will be informed of the status of their written proposals upon the completion of AEDC evaluation and selection process.
(3) Selection Process
All Proposals must be strictly submitted in the below sequential manner.
No information other than the below listed criteria is required for both sections.
(A) Technical Requirements for the Environmental and Social Consultant
(I) Evidence of registration or accreditation with the Federal Ministry of Environment and the National Environmental Standards and Regulations Enforcement Agency (NESREA);
(II) Experience and Qualification of Audit Team Members;
(III) Verifiable evidence of similar projects successfully executed or on-going within the past five (5) years including reference letter from at least two (2) former clients indicating the nature/period of jobs done and capability, letters of contract award, job completion certificates, evidence of payment, etc. Details of such clients should be provided (e.g. email addresses, telephones and contact persons).
(IV) Evidence of membership of professional body e.g. Nigeria Environmental Society;
(V) Evidence of acquisition of specialized tools and equipment (owned or leased) for use in the delivery of the assignment;
(VI) Evidence of collaboration/affiliation-partnership agreement;
(VII) Evidence of past experience in undertaking environmental and social audit in electricity facilities.
(A) Administrative Requirements for the Environmental and Social Consultant
(I) Company Profile;
(II) Evidence of Incorporation/Registration with Corporate Affairs Commission (CAC);
(III) Copy of Memorandum and Articles of Association;
(IV) Evidence of Tax Clearance Certificate and tax remittances for the past three (3) years from the Federal Inland Revenue Service;
(V) Evidence of VAT Registration and Evidence of VAT Remittances;
(VI) Tax Identification Number (TIN);
(VII) Audited Statement of Account of the Company for the past three years showing annual turnover duly endorsed by a firm of Chartered Accountants;
(VIII) Certification from PENCOM in accordance with the Pension Reform
Act which must include evidence of remittance of Employee Pension
Contributions/Deductions or evidence of exemption from the
contributory scheme;
(IX) Reference Letter from a Reputable Bank;
(X) Evidence of Compliance with the Industrial Training Fund (ITF).
AEDC will evaluate and analyze responses to this RFP utilizing multiple criteria including, without limitation:
- Demonstrated successful experience in implementing services similar to those requested in the scope of service. Ability to meet the contractual requirements set forth in the scope of service.

- SCOPE OF WORK -ENVIRONMENTAL AND SOCIAL AUDIT SERVICE. Emails received after 4th May, 2015 – 12noon will not be responded to.
All proposals submitted in response to this RFP will become the sole property of AEDC and shall not be returned to the consulting firms. All supporting materials and other documentation submitted with any proposal will also become the property of AEDC, unless otherwise requested by the consulting firm in writing at the time of proposal submission. All information not already known to AEDC, or not considered to be in the public domain, will be considered confidential.
The selection of the successful service provider will be made based on AEDC evaluation and determination of the relative ability of each Bidder to deliver quality service in a cost-effective manner.
(4) General Instructions for Vendors
(A) Interested consulting firms must bear all the costs associated with the preparation and submission of their proposals. AEDC shall not bear any cost in relation to the requirements of this advert.

Proposals Evaluations: 29th May, 2015
Award of Contract; 8th June, 2015
AEDC reserves the right to delay or modify scheduled dates and will notify only qualified proposers of all changes in scheduled dates.

(D) As part of the prequalification process, AEDC may visit the operating offices of the consulting firms to assess their capacity as stated in their proposals.
