Assignment Title: Consultancy for procurement support to the newly created Edo State Public Procurement Regulatory Agency.

The Federal Government of Nigeria has received financing from the International Development Association (IDA) towards the cost of the State Employment and Expenditure for Results Project. Edo State is a beneficiary of the credit and intends to apply part of the proceeds to hire a Consulting firm to provide procurement support to the newly created Edo State Public Procurement Agency.
The Consultancy assignment is aimed at giving technical support to the Edo State Public Procurement Agency to enable it achieve its objectives for which it was established and support the Government in its overall objectives of promoting ethical standards/behaviour in procurement practices in the State.
The technical assistance is critical because the procurement law is new and the procurement agency is new and the personnel including top management staff are desirous of having the best in terms of hands on skill on procurement practices.
In the light of the above, the State Project Coordinating Unit hereby invites eligible Consulting firms to indicate their interest in providing the Services required. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The short listing criteria are:
The firm must be a reputable firm with an efficient Procurement and Human Resource development units. The firm must have Team Leader or Lead Consultant, Procurement Specialist and HR Specialist/Training Specialist. The team leaders must have undertaken a similar assignment in the last five years either in Nigeria or the Africa Region. The HR Specialist and the training expert should have undertaken at least two similar assignments within the last two years.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’sHYPERLINK http://www.worldbank.org/html/opr/consult/contents.html Guidelines: Selection and Employment of Consultants funder IBRD Loans and IDA Credits & Grants) by World Bank Borrowers January 2011 Edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
Consulting firms will be selected in accordance with the Consultant Qualification (CQS) method set out in the Consultant Guidelines.
