The Federal Government of Nigeria (FGN) has received a credit from the International Development Association (IDA) towards the cost of the Transforming Irrigation Management in Nigeria (TRIMING) Project and it intends to apply part of the proceeds for consulting services.
The TRIMING Project Development Objective is to improve access to irrigation and drainage services and to strengthen institutional arrangements for integrated water resources management and agricultural service delivery in selected large-scale public schemes in Northern Nigeria. The principal proposed investment components are the following: Water Resources Management and Dam Operations Improvement; Irrigation Development and Management; Enhancing Agricultural Productivity and Support to Value Chains Development and Institutional Development and Project Management. The Implementing Agency for the Borrower (Government of Nigeria) is the Federal Ministry of Water Resources (FMWR), The FMWR has appointed a Project Management Unit (PMU) to manage all aspects of procurement, management, payments and disbursement applications for the Project.
2. Objectives of the assignment
The main objective of this assignment is building the technical and managerial capacity of organized farmers in the name of Water Users Associations (WUAs) in order to improve their ability to access markets opportunities and adequate production support services, mechanization services, agro-processing support, financial management and access to markets. To achieve this objective, Farmers Management and Service Delivery Center (FMSDC) will be established (both physical structures and managerial competencies) in each of the irrigation schemes based on a value chain approach. The FMSDCs will be a one stop shop that will provide technical assistance to farmers and eligible beneficiaries in the areas of accounting and financial management (e.g. establishing accounting software, book keeping), business planning and establishing out-grower schemes to facilitate commercialization of farmers’ products, facilitation of access to technologies such as mechanization and agro processing support, inputs and finance, as well as technical support through extension services (provided directly or through third parties).
To this end, technical assistance through a savvy agribusiness firm for the two watershed covered by the Project (namely Hadeija Jama’are and Sokoto-Rima Valley) to support the establishment of the FMSDC at scheme level and initiate strong forward and backward linkages along the value chains, using the productive alliance models will be provided. In particular, the firm will provide necessary instruments/mechanism for the management of the Matching Grant by the Project Management Unit (PMU). It will also provide support to the WUAs in developing, documenting, training and communicating on methodologies, procedures and instruments for market linkages, access to inputs, extension and financial services.
There will also be the development of a Matching Grant Mechanism (MGM) to ensure funding of critical activities along the value chains aimed at improving farmers’ productivity through access to improved technologies and access to markets and services, such as mechanization equipment or services, storage, farm-gate commodity aggregation, primary processing and packaging centers, transport services, etc. These grants are meant to complement or unlock financial services where existing in project intervention areas, or to mitigate market failure where such services are not provided. The matching grants could also be used to strengthen or scale up on-going initiatives of the Federal Government of Nigeria.
3. Activities
The activities involved include the following:
(i.) Value chain analysis and development
(ii.) Support towards the establishment of Farmer Management and Service Delivery Centres (FMSDCs)
(iii.) Design and provide procedures for the management of Matching grant mechanism as well as long term financing of the FMSDC
(iv.) Detailed design and construction supervision for the FMSDCs physical structure at each scheme.
4. Staffing: Qualification of Required Experts
The consulting firm should be agribusiness oriented with experience in value chain management and farmers-agribusiness linkages and track record in business solutions involving small farmers and their organizations. The consultant team should be structured differently for the preparation/elaboration and the implementation/capacity building phases.
For the preparation/elaboration phase, the following expertise will be required:
(i.) Market expert
(ii.) Sociologist
(iii.) Agronomist with a good knowledge of irrigated agronomy (Rice, tomato, wheat etc.)
(iv.) Communication Expert
(v.) Expert in Law/Transaction advisor
(vi.) Structural Design Engineer
(vii.) While at the implementation/capacity building phase, the following staffing will be required:
(i.) Overall project Manager
(ii.) Agribusiness with experience in irrigated scheme
(iii.) Financial Expert
(iv.) Economist
(v.) Structural Engineer
(vi.) Any other field of specialization that the situation requires
5. Duration of the Assignment is 4 years
6. Evaluation Criteria
The consultant/consortium should demonstrate:
(i.) Experience in support to farmers organizations in terms of management and business planning particularly in the irrigation sector.
(ii.) A proven record in working with value chains approach in Africa or similar irrigation-based agro-ecological systems (under semi-arid conditions)
(iii.) Proven record on business development services to farmers, farmer organizations and SMEs along commercial agriculture value chains.
(iv.) Experience in design and supervision of FSMDC or similar farm structures
(v.) Experience in managing similar projects.
A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines
The Federal Ministry of Water Resources through its Project Management Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and employment of Consultants (under IBRD loans and IDA Credit and Grants) by World Bank borrowers. January 2011 edition (Consultants Guidelines) setting forth the World Bank Policy on Conflict of Interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance the quality of their submission.
