Assignment Title: Engagement of Consultancy Services for Functional Review of the Office of the Auditor-General (OSAG) and Support for Development of State Audit Bill
This Request for Expression of Interest (REOI) follows the General Procurement Notice (GPN) for this Project that appeared in the UN Development Business Publication of February 18, 2015 and in three Nigerian Newspapers of the same date: (i)The Guardian, (ii)Thisday and (iii) Daily Trust.
The Federal Government of Nigeria has received a Grant from the International Development Association (IDA), acting as administrator of a trust fund from the European Union, towards the cost of State and Local Governance Reform Project. The State Government of Osun being one of the six beneficiary states of the grant, now intends to apply part of the proceed towards the engagement of a consulting service to conduct functional review of the Office of Auditor-General via-a-vis development of State Audit Bill that will provide for the establishment of Audit Service Commission. The assignment is part of the reform action that will address identified weakness and strengthen external audit structures, procedures, and performance in the State of Osun.
The consulting services (” the Services”) include:
(I) Review of existing functions, appointment, tenure of office, powers, responsibilities and scope of the office of the Auditor-General in line with the constitutional framework of 1999 as amended and identifying areas requiring legislation in the State;
(II) Drafting of State Audit Bill that is in conformity with IPSAS and ISSAIs. The draft State Audit bill must provides for the establishment of the Audit Service Commission detailing the composition, power, functions and specify sanctions that can be invoked and fast track quick response to Audit Queries; To ensure adequacy and comprehensiveness of the audit manual and audit bill, the consulting firm is expected to conduct stakeholders workshop to further capture additional inputs that will enrich the documents.
(III) Review of current audit methods, techniques, procedures, and processes in the state and develop audit programs, manual and code of conduct specific to audit staff. The successful consulting firm will also provide technical advice and implementation assistance that will ensure audit methods, techniques and procedures engender financial accountability;
(IV) Assessment of capacity/skill gaps of the staff of Auditor-General and build their capacity/skill based on the identified gaps paying particular attention to modern audit methods, techniques and reporting. The successful firm will provide participants with necessary and appropriate training materials;
(V) Development of strategic plan for the modernization and computerization of audit procedures as well as identifying major structural and institutional arrangement needed for its implementation. The successful firm will prioritize modernization of audit methods, techniques, reporting and planning of audit work in line with e-transaction;
(VI) Assisting the Office of the State Auditor-General and the House of Assembly in setting up Public Accounts Committee (PAC) Secretariat.
The Osun State and Local Governance Reform (SLOGOR) Project now invites eligible Consulting Firms (Consultants) to indicate their Interest in providing the services. Interested consulting firms are hereby requested to submit a statement of capability indicating relevant experience on similar assignments in Nigeria or elsewhere. This should include, but not limited to, summary of CVs of its key staff, provision of company brochures, description of similar assignments carried out in the last five years, experience in similar conditions, availability of appropriate skills among key staff, etc.
The consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011).
