This Request for Expression of Interest follows the General Procurement Notice (GPN) for this Project that appeared in the dgMarket of Wednesday, 18th February, 2015.
The Federal Republic of Nigeria, has received a grant from the International Development Association (IDA), acting as administrator of a Trust Fund from the European Union for the State and Local Governance Reform Project. Anambra State, being one of the six beneficiary states of the grant, now intends to apply part of the proceed of the grant towards the engagement of a consulting firm for Functional Review of the Office of the State Auditor General (OSAG) and Office of the Accountant General (OAGS) in the implementation of activities in the Internal and External Audit Sub Component of the project being implemented by the Office of the State Auditor General (OSAG) and Office of the Accountant General of the State (OAGS).
The consulting services (“the Services”) include:
(1) Functional review of the Auditor -General of the State (OSAG)
(2) Review and modernize audit methods, techniques and reporting, including the planning of audit work to improve its quality;
(3) Develop a new audit manual for the state external audit function and development of a strategic plan for the modernization and computerization of the audit methods, techniques and reporting;
(4) Identify the major structural and institutional arrangements needed to support the successful implementation of the modernization and computerization of audit methods, techniques and reporting;
(5) Draft an Audit Bill for the State and take all necessary steps to validate same
(6) Build the capacity of Office of State Auditor General’s professional staff in the State on modern audit methods, techniques and reporting.
The Anambra State and Local Governance Reform (SLOGOR) Project now invites eligible Consulting firms (Consultants) to indicate their interest in providing the Services. Interested consulting firms are hereby requested to submit a statement of capability indicating relevant experience on similar assignments in Nigeria or elsewhere. This should include, but not limited to, summary of CVs of its key staff, provision of company brochures, description of similar assignments carried out in the last five years, experience in similar conditions, availability of appropriate skills among key staff, etc.
The consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011).
