Request for Expression of Interest (EOI): Supply, Installation, Maintenance and Calibration of Speed Limiters in Nigeria
1.0 Introduction
Federal Road Safety Commission (FRSC) as the Lead government Agency saddled with the responsibility of Road Traffic Management in Nigeria, has identified speeding as a major contributing factor to road crashes and attendant casualties in Nigeria. To create a safer motoring environment which is our core vision, Federal Road Safety Commission in line with the resolutions reached with Standard Organisation of Nigeria (SON), Automotive Council of Nigeria, Transport Union Association and other stakeholders, intends to implement and enforce the use of Speed Limiting devices in vehicles starting with commercial vehicles, nationwide. The legal frame work backing the Commission’s implementation and enforcement of speed limiters for all categories of vehicles in Nigeria is stipulated in section 10(3) (m) of the FRSC (Est.) Act, 2007 and section 152(4) of National Road Traffic Regulation, 2012.
1.1 Objective and Scope of the Assignment
The objective of the assignment/services is to help the Commission to regulate the supply, installation, maintenance and servicing of speed limiters in all vehicles nationwide to enable FRSC achieve its objectives of reducing road crashes and its associated casualties in Nigeria. In view of the fact that the Commission will not be involved in the marketing, installation and maintenance of the devices, the FRSC in conjunction with the technical committee, intends to implement this scheme by licensing private firm(s) who will be Authorized Service Provider(s) for the scheme.
To this end, interested, highly effective and competent organizations/firms that are capable of providing effective platform that can enable the stakeholders attain successful implementation /enforcement, are hereby invited to indicate their interest.
2.0 Eligibility Criteria
The interested firm must demonstrate the following capabilities:
2.1 Supply and or Install, Maintain and Calibrate Speed Limiters in running vehicles in the country.
2.2 Shall ensure that brand of speed limiters supplied conform to appropriate existing national standards as approved by SON.
2.3 Speed limiters shall be suitable for installation in both diesel and petrol engines/vehicles.
2.4 Installation shall be done in accordance with the speed limiters manufacturer’s instructions.
2.5 The speed limiter and its accessories necessary for its operation, except those essential for the running of the vehicles, shall be capable of being protected from any unauthorised adjustments or the interruption of its energy supply by the attachment of sealing devices and/or the need to use special tools.
2.6 All components necessary for the full function of the speed limiter shall be energized whenever the vehicle is being driven.
2.7 Each vehicle installed with a speed limiter shall be marked with an approved sticker indicating the name, trademark and contact details of suppliers, and the set speed at which the vehicle speed is calibrated expressed in km/hr. This should also include calibration certificate that shows the date of installation.
2.8 For a successful implementation of the scheme, interested marketers must possess SON CAP Certificate on Speed Limiters. Part 1 A 2 ICS 93.080.30: part 1 (Installed Requirements NIS 755-1:2014 and part 2 Specification for system and components required NIS 755-2:2014).
3.0 Operation
3.1 Furthermore, the firm will be required to establish fitment centres.
3.2 Each fitment centre must be equipped with the right tools and facilities and must be capable of offering technical and fitment training to qualified technicians on one or more brands.
3.3 The firm will ensure that all fitment centres have adequate human and material resources.
4.0 General Requirements
Interested firms are required to submit the following documents:
(i) Evidence showing that the firm is a legal entity (certificate of registration) with Corporate Affairs Commission
(ii) Full Company profile
(iii) Evidence of filing of annual Returns
(iv) Curriculum Vitae of key personnel showing experience and technical qualifications
(v) Tax Clearance Certificates for the last three (3) years (2012, 2013, 2014)
(vi) VAT registration certificate
(vii) Firms audited account for the last three (3) years
(viii) Bank reference
(ix) Evidence of at least three (3) similar projects carried out for large Corporate/public institution within the last 3 years (if applicable).
(x) Evidence of payment of training contributions to Industrial Training Fund (ITF)
(xi) Evidence of PENCOM contributions
