This request for expression of interest follows the update of the general procurement notice for this project that appeared in UN Development Business issue of 27th April, 2012 and in Nigerian newspapers of 27th September 2012.
The Federal Government of Nigeria with support from the International Development Association (IDA), the Global Environmental Facility (GEF) Trust Fund and the Special Climate Change Fund (SCCF) is to implement the Nigeria Erosion and Watershed Management Project (NEWMAP). The core objective of this project is to reduce vulnerability to ravaging gully erosion in targeted watersheds in seven states, and in part, support the country’s transformation agenda to achieve greater environmental security and green economy.
NEWMAP third Component is dedicated to addressing the broader climate change agenda. One of the approaches required in achieving important climate change outcomes is promotion of clean cooking energy and technologies to reduce pressure on forests, and help restore degraded land.
Excessive reliance on firewood combined with use of poorly designed and inefficient cook stoves expose the population to severe health problems, environmental and social threats. Studies have shown that households in Nigeria predominantly rely on firewood for range of activities especially cooking. Fuel wood is used by about 72.2% of the population as a source of energy. This percentage is higher amongst the rural and peri urban lower class households. Against this back drop, there is a drastic need to create a strong awareness for clean cooking whose benefits comprise health, social and environmental.
The Nigerian Clean Cook stoves Market Development Programme (NCCMDP) is an initiative by the Government of Nigeria (GoN) through the Federal Ministry of Environment (FMEnv). It has been developed with assistance from the Nigerian Investment Advisory Facility (NIAF) in collaboration with the Global and the Nigerian Alliance for Clean Cook stoves (GACC, NACC). The Programme aims to increase access to modern and clean cooking energy for households, small businesses and institutions in Nigeria, with an emphasis on the poor. In line with NEWMAP project development objective and Component 3, this activity will help reduce deforestation and depletion of natural forest resources around gully sites.
2.0 Objective of Consultancy
The overall objective of this assignment is to promote low carbon development option leading to energy efficiency and reducing land degradation stressors. The specific objectives are:
To carry out a campaign that will create awareness amongst the target population on issues relating to fuel wood consumption, deforestation and gully erosion, and the resultant impact of climate change. To encourage the targeted rural dwellers to adopt the use of clean and efficient cook stoves to relieve pressure on local forest resources as one of the measures to reduce gully erosion and future impact of climate change. To enlighten the populace on the benefits of using clean cook stoves, viz reducing cooking fuel expenditures and cooking time, reduction in health problems due to indoor smoke inhalation, and helping protect the local environment.
Pilot the cook stove in selected communities with a view to scale up based on lessons learnt.
3.0 Scope Of Work
The Consultant will work under the guidance of FPMU and SPMUs to carry out the assignment in collaboration with relevant MDAs and NAIF.
- The Consultancy will cover all the sites within the sub catchment areas in all the seven NEWMAP states, and will include but not limited to the following.
- Sensitization and advocacy within the proposed pilot location to raise awareness and communicate benefits of adopting clean and efficient stoves. This should incorporate mobilization of Community Associations and other relevant stakeholders.
- Develop a clear and concise criteria for selection and distribution of clean cook stoves to beneficiaries; Identify and select a minimum of 3-4cook stove type in collaboration with and based on existing NIAF/GACC work.
- Promote pilot use of low-energy stoves nationally but with an initial strong focus on NEWMAP participating states as the foundation for innovation and subsequently private sector supply for scaling up. The pilot phase should include up to 35% education institutions e.g boarding secondary schools.
- Semi-structured interviews monitoring and evaluation with Community groups, associations and beneficiaries with a view to feeding stove performance back to the national programme design/plan; and Carry out a desk research on potential for supporting private sector production and assembly of clean stoves in Nigeria. This should build on existing work carried out by NIAF in collaboration with GACC

Nigeria Erosion and Watershed Management Project (NEWMAP) now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The short listing criteria are (i) evidence showing the fields of specialty of the firm (consultant’s profile/brochures), (ii) Evidence showing the technical and managerial capabilities of the firm in similar assignment, (iii) availability of appropriate skills among staff, and availability of essential technology etc.). Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the consultants Qualification Based Selection method set out in the Consultant Guidelines.
