Assignment: – Consultancy Services for the engagement of SIFMIS coordinator to support the implementation of the State Integrated Financial Management Information System (SIFMIS)
This is to request for expression of interest (ROI) following the General Procurement Notice (GPN) Issued for this project that appeared in the UN development business publication of February 18th 2015. In three Nigerian Newspapers on the same date of; (1) Daily trust, (2) Thisday and (3) the Guardian Newspapers respectively.
Expression of Interest;-
The Federal Government of Nigeria has received a grant from the International Development Association (IDA) acting as administrator of a trust fund from the
European Union, for the implementation of the State and Local Governance Reform Project. Yobe State is one of the beneficiaries of the grant and intends to use part of the proceeds towards the payment under the contract for consulting services for the Project Implementation Facilitator (PIF) for consultancy package for a SIFMIS Coordinator to support the implementation of State Integrated Financial Management Information System (SIFMIS) in Yobe State.
(i) The consultant shall support the implementation of SIFMIS is expected to deliver the following services;
(ii) Conduct a thorough assessment of the nature and use of the existing packages in the Ministry of Finance and the Accountant General’s Office and other PFM Institutions in the state.
(iii) Advice on the integration between Budgeting, Appropriation, Receipting, Payment, Accounting, and reporting on Human Resource Management Information System (HARMIS) Tax Management and Administration, Payroll and Cash Management including Bank Reconciliation.
(iv) Provide technical and functional requirements for the overall SIFMIS.
(v) Conduct a project Risk Assessment, training and testing of ICT Infrastructure.
(3) The Yobe State and Local Governance Reform (SLOGOR) Project now invites eligible consulting firm/consultant to express their interest in providing these services. Interested consulting firm/consultant is hereby requested to submit a statement of their capability to carry out the assignment indicating relevant experiences in similar assignment elsewhere in Nigeria. This should include, but not limited to summary of their CVs of its key staff, provision of the firm/company brochures, description of similar assignment carried out in the last five years (5)yrs. Experience in similar conditions and availability of appropriate skills among key staff, and should be ready to establish an office in Damaturu, the Yobe state capital.
The consulting firm will be selected in accordance with the procedure set out in the World Bank’s Guidelines; Selection and Employment of Consultant by World bank’s Borrowers (January 2011).
