The Federal Government of Nigeria has received financing from the International Development Association (IDA) and grants from the European Union (EU) towards the cost of the STATE EMPLOYMENT AND EXPENDITURE FOR RESULTS (SEEFOR) PROJECT. Delta State is participating in the project and intends to apply part of the proceeds for consulting services. The State Employment and Expenditure for Results (SEEFOR) project is a multi-sector operation involving Activity Executing Agencies (AEAs) concerned with Public Works in Delta State.
The main objective is to engage a firm that will build capacity of both field staff of State Project Coordinating unit (SPCU), Contractors, Activity Executing Agencies (AEAs) implementing public works activities towards the successful implementation and completion of sub-projects.
This consultant will further:
(a) Enhance the skills of field-staffs of SPCUs and AEAs to effectively supervise field implementation of sub-projects and advise them on possible adjustment to their supervision strategies for public-works
(b) Build the capacity of local contractors to implement small labor-intensive public-works in the most efficient manner
The service provider, in close collaboration with SPCU, will be responsible for the design and effective and timely implementation of the mentorship package for the beneficiaries of the Labor intensive public works component.
The DELTASTATE EMPLOYMENT AND EXPENDITURE FOR RESULTS (SEEFOR) PROJECT now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
The short-listing criteria are:
(a) The Firm shall be led by a qualified Civil Engineer with a degree from a recognized university and shall have a minimum of ten (10) years of field experience, five (5) of which should be in capacity building for labor-intensive public- works.
(b) Other members of the team should include a specialist in waste management with a minimum of 3 years’ experience in delivering training in the specified fields.
(c) The team should be fluent in the use of English language with good writing and reporting skills.
(d) Special preference would be given to consultants/firm who had successfully undertaken similar capacity training for contractors implementing public-works contracts in roads and renewable energy in the local country context.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the CQS (Consultants’ Qualification Selection) method set out in the Consultant Guidelines.
