Request for Expression of Interest (EOI) for Monitoring and Evaluation Consultancy Services
(1) Introduction:
The Federal Government of Nigeria has received a credit from the International Development Association (IDA) towards the implementation of the Public Sector Governance Reform and Development Project. The overall objective of the project is to improve transparency, accountability quality in public finance and human resource management systems, with a view to strengthen governance in the participating states in Nigeria. Kaduna State Government is a beneficiary of the credit and intends to use part of the proceeds for the engagement of Monitoring and Evaluation Consulting Firm.
Effectiveness in Public Financial Management (PFM) requires that public spending priorities should be carefully defined, adequate allocations be made and a follow up process be systematically entrenched to ensure value for money in public spending and the attainment of specified objectives in respect of the project/program to which allocations were made.
Monitoring and Evaluation is a key factor in the attainment of effective PFM objectives in the short, medium and long term. It has been observed that several MDAs undertake sporadic monitoring and evaluation activities in an uncoordinated fashion, with the outcome of such M&E activities not serving as feedback for developmental gap determination, program planning and future policy making.
(2) Scone of Work
The consulting assignment is aimed at giving Kaduna State Public Services technical support in monitoring and evaluation which should include but not limited to the following:
(a) Conduct a Comprehensive Diagnostic Review of existing M&E systems in the state.
(b) Conduct a Training Needs Assessment for strengthening M&E system in the state
(c) Organize a series of workshop and roundtable discussion in sampled MDAs to discuss the development of M&E framework in the state
(d) Develop an M&E implementation manual for the state public service
(e) Develop a web based monitoring information management system with functional specifications.
(f) Develop State M&E Policy
The Public Sector Governance Reform and Development Project now invites eligible Consulting Firms to indicate interest in providing the above services required. Interested Consulting Firms should provide adequate information indicating their qualifications, experience and competency in similar or related assignment and the appropriate skill for this assignment.
(3) Selection of the Consulting Firm
The firms will be selected through Consultants’ Qualifications Selection (CQS) method, in according with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrower dated January, 2011.

Expression of Interest one (1) original and three (3) copies must be delivered in person or courier to the address below on or before 12th January 2015 with sealed envelope marked “Public Sector Governance Reform and Development Project”
