Background
Nigeria has adopted the use of LLINs as an intervention for malaria vector control in the country as part of the Integrated Vector Management Strategy. So far over 60 million LLINs have been distributed in country through mass campaigns between 2009 and 2014. Abia, Kaduna, Kebbi, Katsina, Kano, and Plateau States are some of the beneficiaries of the ongoing replacement campaign in the country which started in the last quarter of 2014.
Despite the large number of LLINs so far distributed, use still remains unacceptable low. To curb this menace and increase the use of LLINs in the Country, the guidelines for LLINs replacement campaign has been developed taking into consideration best practices to ensure LLINs use at the Household level improves.
The best practices include robust BCC post campaign activities that will be implemented after each of the LLINs replacement campaigns in the affected States, with Abia, Kaduna, Kebbi, Katsina, Kano, and Plateau States as the first.
The National Malaria Elimination Programme (NMEP), of the Federal Ministry of Health (FMoH) is therefore calling for Expression of Interest (EoI) from competent Firms/Non-Governmental Organizations to provide post LLINs campaign BCC services in Abia, Kaduna, Kebbi, Katsina, Kano, and Plateau States. The duration of assignment will be twelve calendar months from the date of contract signing with NMEP.
Scope of Work
The scope of work entails the following activities:
- Adaptation of the Community Capacity Enhancement handbook for use in LLINs access/ownership, hanging, use and maintenance in malaria prevention
- Initial skills-building workshop to field-test the adapted document.
- Roll-out of skills-building workshops after finalization and adoption of the handbook
- Potential consultants will use information collected during micro-planning (demand creation activities) for the campaigns to develop community action plans
- Support community activities to promote positive behaviour for LLIN use.
- The assignment will cover all LGAs in the States.
- All the training activities will be LGA specific.
Specific Activities/Tasks
- To conduct post campaign scenario assessment prior to development and roll out of post campaign activities.
- Conduct community engagement meetings and planning sessions with stakeholders.
- In collaboration with LGAs, carry out stakeholders meeting for post campaign BCC planning with the community coordinators
- Provision of technical support for the development and field testing of adapted community materials
- Training, workshop and implementation using Community Capacity Enhancement/Community Coordination (CCE/CC) methodology for LLINs hanging and use: and maintenance in malaria prevention
- Provision of technical support for community sensitization and awareness citation on LLINshanging, usage and maintenance.
- To support Inter-Personal Communication (IPC) for promotion of LLIN hanging and use
- To support community dialogue for promoting LLIN hanging and use
- To provide periodic update of the implementation of the past campaign activities on monthly basis to States
- In collaboration with the NMEP, Participate inthe assessment of the impact of the impact of the post campaign interventions on LLIN hanging and use
- To document lessons learnt and share with States and partners
- To write a final report of activities implemented during the post campaign activities
Eligibility Criteria
To be eligible for consideration, interested orgsnisations must provide the following details:
- Profile of the organization, including organization’s certificate of incorporation, physical address, organogram of management structure, ownership (including, board membership), and contacts (telephone, facsimile and email)
- CVs detailing the skills, and professional qualifications or proposed experts who MUST be available to execute the
- Reference list demonstrating experience with similar assignments especially in Donor funded Projects
- Evidence of organisation’s current program as well as a documented history of delivering state and LGA level health related services in Nigeria with a budget of up to US$200,00. Evidence should include previous health projects handled, particularly malaria BCC projects, with details of grant amounts, funding agencies and period of such grants Verifiable evidence of presence, or workexperience, in the State(s) of interest or arrangements to be put in
- Audited company account for the past three years (2011,2012, and 2013)
- Evidence of tax payment for the past 3 consecutive years (2011,2012, and 2013)
- Evidence of VAT registration and proof of remittances and/or tax exemption certificate
- Evidence of Compliance with the Provision of the Pension Reform Act 2004.
- Evidence of registration with the Industrial Training Fund (ITF) or compliance with the payment of contributions to ITF Based on the relevant act.
Evaluation and Selection
- NMEP will review the EOI and Shortlist Applicants to proceed to the next stage of Request for Proposals based on the criteria listed
- At this stage, a ‘yes’ or ‘no’ qualifier will be used torate all the points Only shortlisted bidders will proceed to the next stage
- All costs incurred by bidders as aresult of this process and any subsequent requests for information shall be borne by the bidding organisation.
- Only organisations that satisfy the EOI requirements will be contacted with Requests for Proposal (RIP).
- This advertisement shall not be construed as acommitment on the part of NMEP to appoint any organisation nor shall it entitle any organisation to claim any indemnity from NME

Submission of Applications, Closing Date
The code POST-CAMP-BCC/GFMAL/NFM-15 should be boldly written on the top right corner of the EOI Submission envelope. Name of organization tendering should also be clearly written on rear of the envelope.
