Invitation to Tender (Technical and Financial) for Procurement of Health Laboratory Equipment/Consumables etc

1.0     Introduction

Medical Laboratory Science Council of Nigeria, an agency under the Federal Ministry of Health, with the responsibility of strengthening Health laboratory Systems and professional practice for quality services through strategic regulations and accreditation has a 5-Year Cooperative Agreement with USA CDC under the President’s Emergency Plan for Aids Relief (PEPPER). The Council is engaged to mentor all tiers of Nigeria’s Public laboratory System to advance them towards National Accreditation, Capacity building towards international recognition as National Medical Laboratory Services. Accreditation Agency, post market validate of test kits and production of Proficiency testing Panels for EQA. It intends to apply part of the funds for procurement of test kits, laboratory consumables, reagents and equipment. The Council also intends to use its approved 2014 allocation for capital projects to procure budgeted items.

The Council therefore invites eligible and qualified bidders to send in their sealed bids (Technical and Financial) for the following items:

1.1     Procurement of Kits, Laboratory Consumables, Reagents, Equipment

Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified by the Bureau of Public Procurement (BPP).

2.0     Method of Application

Interested eligible bidders may collect Bidding Document from the Procurement Unit, Room 304, MLSCN Headquarters, Plot 1166, Mohammed N. Umar Lane, Durumi Phase 2, Garki, Abuja between the hours of 10:00am and 4:00pm Mondays to Fridays on submission of written Application to the address below and upon payment of non-refundable fee of N20, 000.00 only payable to MLSCN, First Bank Nigeria PLC; Account number: 2004795410 for each of the Lots. Companies can bid for more than one lot but on separate request.

3.0     Submission of Documents

Completed Financial and Technical Tenders should be delivered in two (2) separate envelopes marked Financial and or Technical Bid respectively. Both envelopes should be enclosed in a large envelop boldly marked Tender for the back of the envelope and dropped into the bidding box provided at the Procurement Unit on or before 12 noon on Monday, 11^th August, 2014.

Electronic bidding will not be permitted. Late submission will be rejected. Only Technical Bids will be opened in the presence of bidders or their representatives who choose to attend in person at the address below immediately after the deadline, financial Bids of the Bidders that pass the Technical Evaluation would be opened on a date that would be communicated to the shortlisted Bidders.

4.0     Eligible Criteria:

i.        Evidence of Registration with Corporate Affairs Commission (CAC)

1. Current Tax Clearance Certificate.

iii.      Value Added Tax Registration Certificate with evidence of remittance.

1. Company’s audited Financial Account and other funding information over the past three years endorsed by a firm of chartered accountants.

v.       Evidence of Financial capability from reputable Bank

1. A detailed Company profile, including evidence of Technical competence.

vii.     Evidence of similar contracts executed backed by verifiable letter of job award/certificate of job completion

1. Evidence of Registration with MLSCN as IVD Manufacture/Importer/marketer and product certification by MISCN for Medical laboratory equipment and reagents.

5.0     All bids must be accompanies by a bid security of not less than 2.5% of bid price and should be addressed to:
