Introduction
The National Inland Waterways Authority (NIWA), a Paranatal under die Federal Ministry of Transport (FMOT) with Headquarters at Lokoja, Kogi State in line with the Public Procurement Act, 2007 hereby invites reputable and experienced contractors to submit Tender (Technical) for die under-listed projects in the year 2014 Budget Appropriation.
- Marine Works Projects
- Lot I – Manual Clearing of Aquatic Weeds/Water Hyacinth in Adamawa State.
- Lot 2 – Manual Clearing of Aquatic Weeds/Water Hyacinth in Akwa Ibom State.
- Lot 3 – Manual Clearing of Aquatic Weeds/Water Hyacinth in Anamhra State.
- Lot 4 – Manual Clearing of Aquatic Weeds/Water Hyacinth in Bayelsa State.
- Lot 5 – Manual Clearing of Aquatic Weeds/Water Hyacinth in Benue State.

- Lot 1- Construction of jetty and Terminal Facilities at Ndoni, Rivers State.
- Lot 2 – Construction of jetty at Loko, Benue State.
- Lot 3 – Maintenance Dredging/Sweeping on River Niger Between Itobe
and Asaba, Delta State
- Lot 4 – Maintenance Dredging/Sweeping on River Niger Between Itobe and Idah, Kogi State.
- Lot 5 – Bank Protection Works Along River Niger at NIWA Jetty I, Swali, Waterfront, Yenagoa, Bayelsa State.
- Lot 6 – Bank Protection Works Along River Niger at Machakolo Market Waterfront, Onyah-Illah, Delta State.
- Scope of Works
Details of the scope of works for all die projects above shall be provided in the Tender (Bidding) documents.
- Tender (Technical) Requirements
- Evidence of Incorporation/Registration with CAC.
- Company’s Current Tax Clearance Certificate for the last 3 years, (i.e. 2011-2013.
- Company’s Audited Account for the last 3 years (2011-2013) Certified by Chartered Accountant/Auditor.
- VAT Registration (copy of Certificate required) and Evidence of remittance in the last 3 years (2011-2013) to be attached.
- Evidence of financial capacity to execute the project and bank reference supporting such claim
- Evidence of similar, verifiable and successfully executed projects or ongoing by the company with Letters of Award and completion certificates i.e. the last 5 years. Letters of Award and Interim Certificates of payment should be attached for projects that are on-going.
- Evidence of ITF contribution, in compliance with ITF Amended Act, 2011.
- Certificate of Compliance issued by the National Pension Commission with evidence of compliance with Pension Reform Acts, 2004.
- List of equipment owned or on leasehold by the company relevant for the execution of die project (evidence of ownership and pictures with Company Logo is an added advantage).
- Detailed Company Profile.
- Original documents should be available for sighting on demand in the course of the procurement process.
- A Statement of Declaration of Affidavit attesting to the fact that none of die bidder’s company Directors/Principal Officers has ever been convicted for any criminal offences/confirmation of Legal Capacity to enter contract.
Collection/Submission of Tender Document’s
Interested companies are to pay a non-refundable fee of N20,000.00 (Twenty Thousand Naira only) in Bank draft made payable in favour of “National Inland Waterways Authority” to enable company collect the Tender (Technical) documents from die Procurement Unit.
Tender (Technical) documents should be written in English language,, signed
and sealed in an envelope with “Tender” plus “The Lot Number and Name of Chosen Project” written at the Top Left hand corner of the envelop and addressed to:

Headquarters, Adankolo New Layout, Lokoja, Kogi State.
All Tender (Technical) documents should be hand-delivered into the “Tender Box” at the NIWA Headquarters, not later than 12:00noon on Tuesday 30th September, 2014. The submission register must be signed at the point of submission.
Opening of Tender Documents
All Technical Tender documents shall be opened on Tuesday 30th September, 2014 immediately after bids closure at 12:00 noon at the conference Hall of NIWA Headquarters, Lokoja. All Bidders and/or their Representatives, relevant Professional Bodies and NGOs are invited to witness the Opening exercise accordingly.
Financial Tender
Only companies who were adjudged successful in the Technical Evaluation would have their Financial Tenders opened at a date to be communicated to those concerned.
Please note:
a. Submission of Technical documents to NIWA is neither a commitment nor an obligation to award contract to any contractor or his agent.
- Advertisement for invitation for Tender should not be construed as a commitment on the part of NIWA or shall it entitle any contractor to make any claim whatever or seek any indemnity from NIWA.
- Due diligence would be observed as all documented claims by the contractors are subject to verification.
- NIWA reserves the right to take final decision on any of the documents received for this tender process.
- Late submission of Tender shall be rejected
