Invitation to Tender for Some 2014 Projects under the Legal Services Secretariat, FCTA, Abuja
1.0 Introduction
The Legal Services Secretariat of the Federal Capital Territory Administration (FCTA) has provisions in the FCT 2014 budget for the underlisted procurements and is hereby inviting competent, reputable and interested companies to submit documents for the following Projects;
a. Developing and Installation of Electronic Reporting System of Court Cases.
b. Design, Creation and Hosting of Legal Services Secretariat Website and Payments for online Materials.
c. Computerization of Legal Services Secretaria
2.0 Technical Qualification Requirements
Interested Companies are hereby invited to provide the following:
2.1 General Requirements for all the Projects
i) Evidence of registration with Corporate Affairs Commission (CAC) and Articles of memorandum of Association.
ii) Tax Clearance Certificate for the last three (3) years ending December, 2014.
iii) Pension Commission Registration Certificate and evidence of up to date remittance of employee contributory pension funds as provided in section 16 subsection 6 (d) of the Public Procurement Act, 2007.
iv) Evidence of Firm’s up to date Contribution to Industrial Training Fund (ITF) in compliance with ITF Act, 2011 as amended.
v) Evidence of registration on the National Database of Contractors, Consultants and Service providers with the Bureau of Public Procurement (BPP) in line with Sections 5(h) and 6(l)(f) of Public Procurement Act (PPA), 2007.
vi) Corporate profile of firm including C V’s of key personnel, registered address, functional e-mail address and GSM phone number(s).
vii) Evidence of similar jobs executed or being executed including Award letters. Certificate of Valuation or Completion.
viii) VAT Certificate and evidence of remittance.
ix) Evidence of up to date Annual returns with CAC.
x) Registration with relevant Profession body (s).
xi) Sworn affidavit in line with the provision of Part IV, Section 16,subsection 6 (e&f) of the Public Procurement Act, 2007 stating:
· None of the Directors of the Company has been convicted in any court for any criminal offence including fraud and financial impropriety.
· No Officer of the Federal Capital Territory is a former or present Director, Shareholder or has any pecuniary interest in the company.
· The Company is not in receivership, insolvent or bankrupt.
xii) Evidence of Technology capacity / equipment / relevant software for the project.
xiii) List of relevant Technical staff to be deployed for the project, proposed position and evidence of educational qualifications and professional registrations.
xiv) A bid security, in form of a bank guarantee from a reputable Nigerian bank and whose value shall not be less that 2% of the bid price, shall accompany any bid whose value is N300 million and above.
3.0 Methods of Application
3.1 Collection of Tender Documents
Interested companies are to collect tender documents from the Office of the Secretary, Legal Services Secretariat Tenders Board, Room 011, Block D (Minister’s Block), FCTA Secretariat, Area 11, Garki – Abuja upon the presentation of evidence of payment of N10,000.00 (Ten thousand naira only) non-refundable Tender Fee into FCT Treasury Revenue Account at Fidelity Bank (Central Area) Account No: 5030009770.
3.2 Submission and Queuing of Tender Documents
The documents should be submitted as follows:
The Technical and Financial Bids should each be separately sealed and labeled ‘Technical and Financial Bids’ as appropriate, and the two envelopes shall be put in outer envelope that should also be sealed and labeled with the title of the specific Project as appropriate.
All Tenders are to be dropped in the Tender Box in FCT Tenders Board Annex, Room G9 Akinola Aguda Hall, FCT Archives& History Bureau, Behind AGIS Building, Peace Drive, Area 11, Garki, Abuja not later than 12:00 noon, Monday 3rd November, 2014. This Tender is for a period of six (6) weeks. The representatives of the bidding companies and members of the public who choose to attend are invited to witness the opening of the tenders on the same day immediately after the close of tender at FCT Tenders Board Annex, Room G9 Akinola Aguda Hall, FCT Archives & History Bureau, Behind AGIS Building, Peace Drive, Area 11, Garki, Abuja.
Please note that:
i) Interested bidder without all the items i-iv of the prequalification requirement above stands disqualified from the Tendering processes.
ii) Due Diligence could be carried out on the companies to verify claims included in their submissions.
iii) A company is not allowed to bid for more than two (2) Projects and any Company that violates this instruction will be disqualified.
iv) Interested members of the public especially Civil Right Organization are invited to attend the opening exercise. They are expected to adhere to the Code of Conduct for Public Procurement Observers stipulated by the Bureau of Public Procurement.
v) The advert should not be construed as a commitment on the part of the FCTA, nor shall it entitle responding companies to seek any indemnity from FCTA by virtue of such company having responded to this advertisement.
vi) Successful Companies could be requested to provide Performance Bond, whose value shall not be less than 10% of the contract sum before signing the contract.
