Invitation to Bid For 2014 Special Intervention and Capital Projects
1.0 Introduction
The Federal Ministry of Special Duties and truer-Governmental Affairs in pursuit of implementing the various Special Intervention Projects across the country wishes to invite experienced, qualified and eligible contractors and suppliers to submit tenders for the procurement of the items highlighted below.
2.0 Items to be Procured Include the Following:
(a) Power Generating Plants
(b) Agricultural Machinery and Inputs
(c) SME Equipment
(d) Furniture
(e) Vehicles
(f) Solar Systems
(g) ICT Equipment
Detailed descriptions and specifications are contained in the bidding documents.
3.0 Eligibility Criteria
(a) Detailed Company Profile:
(b) Evidence of registration with Corporate Affairs Commission (CAC) by inclusion of Certificate of Incorporation/Business Name and Article of Association
(c) Evidence of VAT Registration with TIN No and past remittances for the last three years.
(d) Evidence of current Tax Clearance Certificate for the last three years (2011, 2012 and 2013) by inclusion of photocopy
(e) Company’s Audited Accounts for the last three years (2011, 2012 and 2013)
(f) Evidence of compliance with Pensions Reform Act, 2004 by inclusion of Compliance Certificate from the National Pensions Commission
(g) Evidence of compliance with the Industrial Training Fund Amendment Act, 2011 by inclusion of Compliance Certificate from the Industrial Training Fund
(h) Possession of experience as a Contractor/Supplier in at least five (5) projects of similar nature and complexity with verifiable letters of Contract Award and Job Completion Certificates within the last 3 years
(i) Possession of adequate qualified personnel to perform the obligations of the procurement contracts
(j) Possession of evidence of ability to provide Manufacturer’s Warranties for durability of goods
(k) Sworn affidavit:-
i. Of not being in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings.
ii. Disclosing whether or not any officer of the relevant committees of the procurement entity or Bureau is a former or present director, shareholder or has any pecuniary interest in the bidder.
iii. Of not having any director who has been convicted in any country for any criminal offence; and
iv. Confirming that all information presented in its bid are true and correct in all particulars.
4.0 Collection of Bids
Interested bidders shall upon presentation of evidence of payment of a non-refundable tender fee of N10,000.00 in favour of Federal Ministry of Special Duties and Inter-Governmental Affairs to Account No: 0022032476 at Unity Bank, collect Standard Bidding Document within working hours (8:00 am to 4:00pm) of work days (Monday to Friday) from:

Two (2) hard copies and one (1) soft copy of both Technical and Financial bids shall be packaged separately in two different envelopes sealed and clearly labelled “Technical Bid” and “Financial Bid” respectively with company’s name indicated at the back of the envelopes. Both envelopes should be placed in a third envelope marked with the “Name and Lot number of item” at the top right hand corner and the company’s name indicated at the back of the envelope addressed as follows and dropped in the appropriate Tender Box:

6.0 Submission Closing and Opening of Bids
All bids shall be submitted on or before the deadline for submission which is 11:00am of Tuesday, 17th June, 2014
Only the Technical Bids shall be opened immediately following the deadline for submission that is, 11.00am of Tuesday 17th June 2014 in the presence of all bidders or their representatives and representatives of relevant Professional Bodies and Non-Governmental Organisation working in Transparency and Anti-Corruption. The opening will take place at the following address:

Financial bids of companies that meet the technical requirements will be opened at a later date.
7.0 Other Information
(a) No bid submitted after the deadline for submission shall be considered.
(b) Only bidders whose Technical Bids meet the minimum eligibility requirements will have their Financial Bids considered.
(c) No advance payment will be made.

8.0 Disclaimer
