Invitation for Technical/Financial Bids from Interested Bidders for Supply, Installation and Training on Automotive Diagnostic Equipment
1.0 Invitation
The National Automotive Council hereby invites submission for Technical and Financial bids from competent, reputable and interested original equipment manufacturers (OEMs) or their representatives with relevant experience and good track records for the supply, installation and training on laboratory equipment for the teaching of BSc Degree in Automotive Engineering in Nigerian universities.
2.0 Eligibility Criteria
Bidders are to provide the following minimum technical and financial requirements.
(i) Evidence of Registration with Corporate Affairs Commission for Nigerian companies and equivalent Company Registering Bodies for foreign companies (In case of foreign, indicate whether there is a Nigeria office & location);
(ii) Tax Clearance Certificate for the last three (3) years;
(iii) Evidence of Registration PENCOM for Nigerian companies;
(iv) Evidence of Registration with Industrial Training Fund and the contributions already made;
(v) Company’s Audited Account and Annual Turnover of similar business for the last three (3) years;
(vi) VAT Registration and evidence of past VAT remittances certificates for Nigerian companies;
(vii) Evidence of financial strength, credit worthiness and readiness to instruct bankers to supply financial information on the company as may be required;
(viii) Verifiable list of previous similar works successfully carried out within the last five years with names of clients, evidence of award and practical completion certificates;
(ix) Evidence of Registration with relevant professional bodies;
(x) Evidence of Registration with Financial Reporting Council of Nigeria; and
(xi) Company profile and organisational structure, including names and brief resumes of key personnel.
3.0 Collection of Technical and Financial Documents
Bids documents are available for collection at our office in Abuja from 12.00 noon on Wednesday, January 14, 2015 or can be downloaded from www.nac.org.ng under the LINKS tab.
4.0 Submission of Completed Technical and Financial Documents
Completed Technical and Financial bids shall be submitted in three hard copies and two Electronics copies (Non rewritable compact disk) in two different sealed envelopes and labelled “Technical and Financial for the Supply, Installation and Training on laboratory equipment for the teaching of BSc Degree in Automotive Engineering” respectively at the top right hand corner of the envelope and enclosed in a third envelope and addressed to:

5.0 Closing Date for Submission of Bids
The closing date for submission is on or before 12.00 noon, Wednesday, February 4, 2015.
6.0 Opening of Bids
6.1 Technical bids shall be opened at 12.15pm same day at the Council’s Conference Room, Abuja.
6.2 Only firms whose Technical bids fulfil the eligibility criteria would have their financial bids opened at a date to be announced.
6.3 Non-Governmental Organisation (NGO) and the general public are hereby invited to witness the bids opening.
7.0 Disclaimer and Conclusion
7.1 This announcement is published for information purposes only and does not constitute an offer by the Council to transact with any party for the projects nor does it constitute a commitment or obligation on the part of the Council to procure.
7.2 The Council will not be responsible for any costs or expenses incurred by any interested party(ies) in connection with any response to this invitation and or preparation or submission in response to an inquiry.
7.3 The Council pledges fair and equal treatment of all participants but is not bound to shortlist any bidder and reserves the right to annul this selection process at any time without incurring any liability whatsoever.
