Invitation for Pre-Qualification and Submission of Proposal to Develop Centre for Management Development Land in Shangisha, Lagos State 

Introduction

The Centre for Management Development (CMD) is a Federal Government Parastatal established in January 1973 to coordinate the activities of and give proper direction to institutions engaged in education, training and retraining of managerial manpower in Nigeria.

The Centre is the operational arm of the Nigerian Council for Management Development (NCMD) established under the enabling Act, Cap. N/99 Laws of the Federation of Nigeria (LFN) 2004 (as amended).

The Centre seeks to develop six (6) hectares 60,000sqm of land situate in Shangisha, Lagos into residential plots through Public Private Partnership (PPP) arrangement. The plots are to be sold to interested staff and the general public.

Interested companies/firms are invited to submit bids – (financial and technical) along with their pre-qualification document and proposal. The bid documents should address the following among others:

• Land use purpose.
• Development Concept.
• Profitability of the Project
• Other documents deem fit/relevant
• Provision of infrastructure
• Asphalt pave road and walkways
• Electricity supply
• Street lighting
• Water supply and reticulation
• Perimetre fence

Pre-Qualification Requirements

• Current Tax Clearance Certificate
• Certificate of Incorporation with Corporate Affairs Commission
• List of projects currently being handled
• Evidence of similar previous projects, handled
• Copy of VAT registration certificate
• Evidence of registration as a contractor with Centre for Management Development.
• Audited Account Statements for the preceding 3 (three) years 2012 -2014
• Evidence of Financial Capability to execute the project.

Submission Procedure

10 (Ten) copies each of the “Technical” and “Financial” (1 original) should be submitted in separate envelops and clearly marked “Technical Bid” and “Financial Bid” respectively. Both bids should be put in a sealed envelope and marked ‘Technical/Financial Bids” All submissions are to be made on or before 12noon, on 24^th March, 2015 and sent to the Director” General, Centre for Management Development, Corporate Headquarters, 48 Agadez Street, Off Aminu Kano Crescent Wuse Zone II, Abuja, Nigeria.
