Invitation of Technical Proposals for the Design of Co-Operate Headquarters
1.0 Introduction
1.1 The Nigerian Christian Pilgrims Commission (NCPC) is a Government Agency under the Presidency saddled with the responsibility of licensing, regulating, supervising and performing oversight functions over organisations, associations (Corporate or non-Corporate) or similar bodies engaged in
- Organising and co-coordinating the movement of persons from Nigeria to Jerusalem and other Holy Sites
- Provision of accommodation, transportation and other services related to pilgrimage in Israel, and other Holy sites amongst other functions.
1.2 The Nigerian Christian Pilgrims Commission (NCPC) is in the process of constructing their own cooperate Headquarters in the Central Business Area of Abuja and wishes to engage the services of the underlisted consultants
- Structural / Civil Engineers
- Mechanical Engineers
- Electrical Engineers and
- Quantity Surveyors
for the design of the building. It is envisaged that the Building shall be a multi-storey Building as prescribed by the existing extant rules governing the land use in area.
2.0 Expression of Interest
2.1 Eligible forms may associate as a group or consortium, and the expression of interest must be accompanied with the following requirements:-
- CAC Registration
- Current Tax
- VAT
- Pencom Certificate
- ITF Certificate
- NSITF
- Detailed company profile, organisation structure including names and Curriculum Vitae of key staff as well as their addresses and Individual attestation of availability of specialization and expertise in Consultancy Projects of similar nature.
- Evidence of Cooperate Registration with relevant professional body.
- Three year Audited Account (2011, 2012, 2013)
- A sworn affidavit that none of the Directors has been convicted in any court of law for any criminal offense.
- For Joint Venture, Memorandum of Understanding (MoU) be provided.
- Evidence of verifiable previous experience – including letters of award and completion Certificates.
- Name, e-mail address and Telephone numbers of contact persons for the previous jobs undertaken. Expression of interest must be submitted in four (4) copies in a sealed envelope clearly marked “Expression Of Interest For Equipment Audit” including a soft copy.
3.0 Submission of Bid
3.1 Interested contractors should submit their Technical Documents enclosed in a sealed tamper proof envelope clearly indicating the profession for which application is made at top right hand corner of the envelope addressed as follows;

The documents should be deposited in the Tender Box at the Pilgrim’s hall. Closing time is on Friday 12th December, 2014 at 12.00noon prompt. Late submission shall not be entertained.
4.0 Opening of Bid
4.1 The opening of the received documents will commence at 12 noon on Friday, 12th December, 2014 at the Conference Hall of the NCPC. All Bidders and/or their representatives, relevant Professional Bodies and NGO’s are invited to witness the public opening exercise accordingly.

5.0 Disclaimer and Conclusion
- Only firms whose expression of interest fulfills the minimum requirements listed in the EOI would be issued with Request for Proposal (RFP) to submit Technical and Financial Proposals;
- This advertisement shall not be construed for contract award nor shall it entitle any firms submitting document to make any claim whatsoever and/or seek any indemnity for by virtue of such company having responded to this advertisement;
- None responsiveness to the Tender requirements and instructions could lead to outrights disqualifications;
- Late submission of Bids will lead to rejection of such Bids;
- Due diligence will be carried out on CAC, VAT, PENCOM, TAX CLEARANCE
