Invitation for Pre-Qualification for the Procurement of Waterweed/Hyacinth and other Aquatic Weeds Clearing Equipment
As part of the Federal Government Policy on the sustainable and effective management of ecological problems using Best Environmental Practices (BEP) principles. Mr. President has approved the purchase of waterweeds/hyacinth and other aquatic weeds clearing equipment to enhance safety, flood control and safe navigation on the nation’s waterways. The project is being executed by the National Inland Waterways Authority (NIWA) of the Federal Ministry of Transport and to be funded by Ecological Fund Office, Abuja.
The equipment will be used to clear waterweeds/hyacinth and open-up of blocked channels on our waterways in such states as Lagos, Ondo, Kebbi, Bayelsa, Delta, etc and the Lake Chad.
Scope of Work:
(a) Procurement of 2 Nos. Harvesters.
(b) Procurement of relevant ancillary equipment.
(c) Procurement of maintenance spare parts for two (2) years.
(d) Procurement of relevant safety and navigational aids.
(e) Training of relevant and adequate personnel of the Authority in the Operation, Handling and Maintenance/Repair of the equipment
Collection of Pre-Qualification/Technical Documents
Experienced and well qualified companies are hereby invited to collect the pre-qualification and technical questionnaires/documents from the Procurement Unit, National Inland Waterways Authority (NIWA) Lokoja, upon payment of a non-refundable fee of N50,000.00 and obtain receipt from NIWA’s Account office.
Pre-Qualification/Technical Requirements
All potential bidders must present along with their Technical Tender, the following Documents:
(i) Certificate of Incorporation with Corporate Affairs Commission (CAC).
(ii) Evidence of Tax Clearance Certificate for the last three years (2010, 2011, 2012) corresponding to declared turn over.
(iii) Evidence of VAT registration with TIN and past remittances for the last three years.
(iv) Company Audited Account for the last three years (2010, 2011 & 2012) showing annual turnovers.
(v) Evidence of Certification/exemption from PENCOM in accordance with the pension reform Act 2004 including remittances of employees contributions/deductions.
(vi) Evidence of payment of training contributions in compliance with the statutory provision of the Industrial Training Fund Amended Act, 2011.
(vii) Evidence of experience with similar jobs in the last three (3) years. It should include the scope/volume of work and the amount which shall be verified.
(viii) Evidence of financial capability and bank support letter.
(ix) Detailed Company profile.
(x) Evidence of being a Manufacturer, a Manufacturer’s representative or accredited Agent of a Manufacturer.
(xi) Product brochure and DVD of product showing its working conditions.
(xii) Evidence of maintenance capability and after sale service for at least 5 years from date of commissioning of equipment.
(xiii) A sworn affidavit that none of the Directors has been convicted in any court of law on any criminal offence.
(xiv) A sworn affidavit that all information presented and attached are true and correct of the Company and that no officer of the Authority is a former or present Director/shareholder or has any pecuniary interest in the bidder.
Submission of Pre-Qualification Documents
Completed Pre-qualification/Technical documents should be submitted in one (1) soft copy and 2 (two) hard copies, be written in English language, signed, sealed and marked “Confidential” with the title ‘Prequalification for the Supply of Waterweeds/Hyacinth and other Aquatic Weeds Clearing Equipment” at the top left corner of the envelope and addressed to:

Closing of Submission for Tender Documents
Submission of all Tenders will be closed at 12.00pm, 18th December, 2013.
Opening of Tender Documents
All Tender documents shall be opened on 18th December, 2013 in the presence of the Contractors or their Representative by 1.00pm at the Conference Hall of NIWA Headquarters), Lokoja, Kogi State.
