Invitation for Pre-Qualification for the Execution of 2014 Capital and Recurrent Projects

1.0    Preamble

The Independent National Electoral Commission (INEC) in pursuance of its statutory role invites reputable Companies to indicate interest to pre-qualify for the following projects:

3.0      Pre-Qualification Requirements

Prospective Contractors are required to submit the following documents:

1. Evidence of Registration with Corporate Affairs Commission (CAC) by inclusion of Certificate Incorporation and Articles of Association
2. Audited Accounts of the Company for the last three (3) years (2010-2012);
3. Tax Clearance for the last three (3) years (2010 – 2012);
4. Evidence of 1% ITF Training Contributions;
5. Evidence of Financial capability and banking support;
6. A detailed Company Profile showing list of professional staff and their experience;
7. Evidence of similar projects executed and knowledge of the Industry;
8. Verifiable evidence of availability of appropriate equipment & Technical capability;
9. Evidence of Annual Turnover;
10. Evidence of VAT Registration and past VAT Remittances;
11. Submission of PENCOM’s Certificate of Compliance, confirming Company’s fulfilment of its statutory obligations to the Employees, with respect to Pensions;
12. Telephone (GSM) number(s) of the Contractor/Company’s representative(s).

4.0       General Information

(a)     This “Notice of Intent” is NOT an invitation to bid. Full bidding procedure as contained in the bid document shall be provided only to successful pre-qualified applicants deemed suitable by the Commission at a prescribed fee.

(b)     For further enquiries, interested company representative should contact Director, Voter Registry. INEC Headquarters, Maitama District, Abuja between the hours of 11.00 am and 4.00 pm daily from Monday to Friday during the period covered by this advertisement.

(c)      The deadline for submissions of the pre-qualification documents shall be on Monday, 5^th May, 2014 at 10.00 a.m. while opening of the prequalification documents will be immediately after the deadline, Monday, 5^th May, 2014 by 11.a.m at the Commission Conference Hall Maitama, Abuja.

(d)     Only successful Companies from the pre-qualification exercise will be invited for bidding.

5.0      Submissions

All submissions should be delivered in One (1) no. neatly bound copy of sealed envelope clearly marked: “PRE-QUALIFICATION FOR PROCUREMENT OF A4 PAPERS; A4 SIZE ENVELOPES;  REGISTRATION BOOKLET (EC 1A FORM), DISCLAIMER FORM; OTHER ITEMS FOR CONTINUOUS VOTERS REGISTRATION (CVR); GENERAL CONSUMABLES: INKS (CARTRIDGES), COLD LAMINATES; AND EQUIPMENT AND OTHER MACHINERIES FOR CONTINUOUS VOTERS REGISTRATION (CVR): (HARDWARE & SOFTWARE), FIRE PROOF SAFE AND EXTENSION WIRES and indicating Category, Items, Lot No and Location/Point of Delivery of choice (as applicable) and addressed to:
