Provision of Production-Related Works/Services for Nigeria LNG Limited, LNG Plant Complex, Bonny Island
INTRODUCTION
Nigeria LNG Limited (NLNG) has a Plant Complex located on Bonny island, Rivers State, Nigeria. This Complex consists of six natural gas liquefaction trains with a total capacity of 22 million tons of LNG per annum and 4 million tonnes of LPG per annum, with associated gas receiving, storage and loading facilities and utilities.
NLNG’s portfolio of projects is made up of Infrastructure, Plant and Pipeline & Gas Transmission Systems, This portfolio has grown over the past years, and will continue to grow in order to reliably and safely operate our Plant,
NLNG requires the provision of the following categories of works and/or services to assist with its LNG production and operation activities in Bonny, Rivers State or Nigeria:
- Purchase Price Agreement for the Bulk Supply of Fuel (AGO) by Barge.
- Provision of Fabric Rejuvenation Project Services.
NLNG hereby invites interested contractors with experience in the above services to express their interest to participate in the tendering for these independent services.
DETAILED SCOPE OF WORKS
I. Purchase Price Agreement for the Bulk Supply of Fuel (Ago) by Barge,
Nigeria LNG Limited is in the process of putting up a Purchase Price Agreement for the supply of Diesel Fuel (AGO) by barge into our tug boats and storage facilities in Bonny Island for a period of six (6) months.
Our current consumption is approximately 1.5million litres of Diesel Fuel (AGO) per month, supplying directly into our storage tanks in Bonny and the tug boats.
It is expedient to carry out an assessment on the capabilities of prospective agreement holders, so as to ascertain the source of the products, adequacy of storage facilities, products availability and financial capability,
Interested Contractors are required to respond to this invitation with the following information/documents for consideration:
- Evidence of previous experience in bulk supply of fuel (AGO) by barge within the last 5yeors (purchase orders, work orders, work completion certificates) or evidence of performance of similar works/contracts,
- Valid NIMASA Registration
- Valid NIWA License
- Valid DPR License
- Audited accounts and financial statements for the past 3 years (2011, 2012 & 2013)
- Evidence of, or plans to have marine vessels/ barges registered as category AA in the NOGIC JQS marine vessel categorization database of NCDMB prior to contract award.
- Valid Vessel Insurance (s)
II. Provision of Fabric Rejuvenation Projects Services
Nigeria LNG Limited invites interested companies with vast experience in fabric rejuvenation projects/life-time extension programmes and turnaround maintenance programmes in industrial environments similar to production plants like NLNG, Refineries and Oil & Gas facilities.
The prospective contractor should possess the adequate fabric rejuvenation experience, or demonstrate capability in the following areas;
a) Surface Preparation & Coating systems:
- Surface preparation by grit blasting, habitat construction with controlled ventilation requirements, inflatable habitats use etc. including experience in use of latest technologies for surface preparation like sponge blasting, vacuum blasting etc.
- Repair and refurbishment of coating systems, utilising a wide range of conventional and specialist preparation/application methods. Applications include plant structural steelwork, process pipelines and equipment, towers, tanks, stacks & vessel linings, marine structures. Coating applications like CSA (Cold Sprayed Aluminium), TSA (Thermal Sprayed Aluminium), conventional coating systems and Stayed/Denso wrapping systems etc.
b) Insulation Systems: De-lagging/re-instatement of all hot & cold/cryogenic insulation and cladding systems including foam glass, rockwool, PIR, kaowool, stainless steel cladding etc.
c) Passive Fire Protection: Passive fire protection solutions including “cementations type – Mandolite, Fendolite” and “Intumescent type Charlek, Firelex.
d) Access Solutions: Conventional and innovative access methods that complement fabric rejuvenation project activities, from scaffold through to rope access, cherry picker, multi-span, tensioned net systems and multi-crab hook lock systems etc.
e) Integrated Project Management: Integration of individual services as required to suit fabric rejuvenation project requirements and management of all fabric rejuvenation activities to provide the most cost-effective overall solution, delivered on time, in full and safely.
Interested Contractors for this category are required to respond to this invitation with the following information/documents for consideration:
i. Evidence of previous experience in surface preparation & coating systems, insulation systems, passive fireprotection, access solutions and integrated project management (as detailed above) executed in the last 5 years. Experience in supporting such facilities in gas production plants, oil refineries, chemical plants or similar heavy industrial facilities executed in the last 5 years should also be clearly stated. Details shall include type of work, date executed, name of client, location, contract duration and contract value. The interested contractor shall also provide a copy of the letter of award, completion certificate, etc, for each contract executed, and contact details of the client’s representative,
ii. Detailed list of machinery and equipment owned/or leased by the contractor that is deployed in Nigeria and
that is relevant to the provision of maintenance services, indicating age and capacity.
iii. Valid DPR License.
iv. Audited Accounts and financial statement for the past 3 years (2011, 2012 & 2013)
COMPLIANCE WITH NIGERIAN CONTENT (NOGICD ACT 2010)
The Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 supports and details expected Nigerian Content deliverables within contracts in the Nigerian Oil & Gas industry.
NLNG is committed to the development of the Nigeria Oil & Gas business in compliance with the Nigerian Content Act 2010 for Nigerian Content Development.
Interested companies shall comply with the provisions of the Nigerian Content Act that relate to these services and in particular comply with the minimum Nigerian Content percentage (%) for the scope, which are covered in the Schedule of the Act.
Failure to comply with the Nigerian Content Act or demonstrate commitment to Nigerian Content Development shall result in disqualification from bidding for this contract
GENERAL NIGERIAN CONTENT REQUIREMENTS
Companies responding to this advertisement are required to submit the following in compliance to Nigerian Content Act, 2010:
- Documentation to demonstrate that the entity is a Nigerian-registered company Submission of certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.) including company memorandum & article of association and other evidence of entity’s incorporation, shareholding & ownership structure in Nigeria.
- The process and procedure that explain the methodology of how it intends to comply with the requirements of the Nigerian Oil & Gas Industry Content Development Act 2010 (Nigerian Content Plan) and how to achieve the set target(s) in the schedule of the Nigerian Oil & Gas Industry Content Development Act and any targets set by the Board.
- A plan for giving first consideration to services provided within Nigeria with a list of work packages, third party services and subcontracts which should be reserved for Nigerian indigenous contractors, including those that will be provided by companies of Nigerian origin.
- A plan of how it intends to give first consideration to raw materials and manufactured as well as assembled goods of Nigerian origin which shall include a breakdown of all raw materials to be utilized and identifying those that are found locally, finished products and materials that will be procured from Nigerian manufacturing and assembly plants, finished goods that order can be placed from outside Nigeria through Nigerian authorized vendors and accredited agents and those that would be directly imported.
- An Employment and Training Plan (ETP) explaining how first considerations shall be given to employment and training of Nigerians in work programme on the contract, hiring and training needs with a breakdown of the skills needed and anticipated skill shortage in the Nigerian labour force including the training and understudy program for succession planning.
- Technology Transfer Plan (TTP) explaining the methodology of how it intends to promote the effective transfer of technology from alliance partners to Nigerian individuals and companies.
- Research & Development Plan (RDP) explaining the methodology of promoting education, attachments, training, research and development in Nigeria in relation to the contract.
- Details of the company’s corporate organizations overall human resources structure (management, supervisors, senior & junior skilled officers, etc.), identifying positions manned/occupied by Nigerian nationals with evidence of type of employment in country and identifying the positions manned/occupied by other nationals.
- Proposed organogram for this work scope populated with nationality, qualification of personnel and years of experience of personnel on the job (attach CV of key finance, operational and technical personnel) including a succession plan in this work scope.
- A detailed description of the location of in-country committed facilities and infrastructure (assets, equipment, technical office, and administrative space, storage, etc.) in Nigeria to support this contract, evidence that 50% of all equipment deployed to work by multinational and international companies are owned by the local subsidiaries.
- Further innovation proposals that would enhance the development of Nigeria content on the service including plans for transition to 100% Nigerian ownership of the company.
- A copy of the company’s (Nigerian Content Equipment Certificate) NCEC or a proof of its application for the certificate to the board.
