Invitation for Expression of Interest (EOI) for the Services of Insurance Underwriters/ Brokers
1.0 Introduction
The Federal Ministry of Finance through the Graduate Internship Scheme of Subsidy Reinvestment and Employment Programme (SURE-P) is soliciting for expression of interest from reputable Insurance Firms/Brokers capable of providing the needed insurance cover at a reasonable Premium for all Interns of the Graduate Internship Scheme (GIS) spread across all the States & Federal Capital Territory.
2.0 The Insurance Policies will cover the following:
i. Group Personal accident Insurance for the Interns.
ii. Medical expenses for Personal accident.
iii. Temporary or permanent disablement or death suffered by an Intern in the course of carrying out legitimate duties assigned to the Intern by the employer during the Internship period.
3.0 Criteria for Appointment:
To be eligible, interested companies are required to provide the following:
i. Evidence of registration with Corporate Affairs Commission (CAC).
ii. NAICOM Approval/Registration to operate.
iii. Evidence of valid reinsurance arrangement for classes of business applied for.
iv. Evidence of Tax Clearance Certificate for the last two (2) years.
v. Evidence of VAT registration Certificate with TIN No.
vi. Evidence of certified three (3) years published Audited Accounts (2010, 2011 & 2012).
vii. Evidence of compliance with Pension Reform Act.
viii. Evidence of meeting Solvency Requirements as prescribed by Insurance Act 2003.
ix. Management Profile.
x. Evidence of current membership of the Nigeria Insurers Association.
xi. Evidence of current membership of the Nigerian Council of Registered Insurance Brokers (NCRIB) for Brokers.
xii. Evidence of similar appointment by similar organizations.
xiii. Evidence of compliance with Industrial Training Fund (ITF) Amendment Act.
xiv. Evidence of Professional Indemnity Cover (for Brokers).
xv. Original copies of documents would be made available for sighting when required.
xvi. A sworn affidavit certifying that the documents submitted for the expression of interest are not only genuine but correct.
Note That:
i. Failure to comply with the above requirements would automatically result in disqualification.
ii. The Federal Ministry of Finance reserves the right to verify the right to verify the authenticity of any claim on the documents submitted.
iii. The Federal Ministry of Finance reserves the right to reject any document that does not meet the criteria without giving any reason.
iv. Only Insurance Companies/brokers that have been found suitable will be appointed.
4.0 Submission of Documents:
One (1) original copy and Four (4) other copies are to be submitted. The names and mailing addresses of the applicant companies must be clearly marked on the envelope(s) bearing the submissions. All the information requested must be provided in English Language by all applicants.
Failure to provide information/supporting document that is essential for the evaluation of applicant’s qualifications, or to provide timely clarification of substantial of the information supplied, may result in disqualification of the applicant Applicants/Proposals should be submitted in seated envelopes clearly marked “Application for Appointment as Insurance Underwriter/Broker”, delivered to:

5.0 Opening
The documents will be opened immediately after close of Bid on the same day in the Conference Room of the Department of Economic Research and Policy Management (ERPM) Lower Ground Floor, Federal Ministry of Finance, Abuja, by 12.00 noon in the presence of all bidders or representatives who choose to attend.
