Invitation for Bids (IFB) for Procurement of 5 Project Vehicles and Supply of Diesel
(1) Government Integrated Financial Management Information System (GIFMIS) is a component of Economic Reforms and Governance Project (ERGP). The overall objective of GIFMIS is to implement a computerised financial management information system for the Federal Government of Nigeria (FGN), which is efficient, effective, and user friendly. Currently GIFMIS is having 551 Ministries/Departments/Agencies (MDAs) on its platform and the system is running 24/7.
(2) The Office of the Accountant-General of the Federation (OAGF) has two data centres (Primary Data Centre at Abuja and Disaster Recovery Centre outside Abuja). OAGF intend to include the remaining 288 MDAs on its platform by the Year 2015.
(3) The Office of the Accountant-General of the Federation, Federal Ministry of Finance (hereinafter referred to as OAGF or the Purchaser) now invites sealed bids from eligible bidders as follows:-
Category A: Procurement of Five (5) Project vehicles
Category B: Supply of Diesel to OAGF Headquarters and Disaster Recovery Centre
(4) Bidding will be conducted through the National Competitive Bidding procedures specified in the Procurement Guidelines.
(5) Bidders must meet the following mandatory requirements among others:-
(i) Evidence of Company Tax Clearance Certificate for the last three (3) Years (2012, 2013 and 2014).
(ii) Current Pension Clearance Certificate from PENCOM
(iii) Evidence of Compliance with Industrial Training Fund (ITF) Act No. 19 of 2011.
(iv) Evidence of Compliance with Nigeria Social Trust Fund (NSITF).
(v) Evidence of Registration of the company with Corporate Affairs Commission.
(6) Interested eligible bidders may obtain further information from Office of the Accountant-General of the Federation, ERGP Project Officer, 5th Floor, Wing B, Room 5B 08. Treasury House, Samuel Ladoke Akintola Boulevard Street, Garki, Abuja and inspect the bidding documents at the same address during office hours (10.00 am to 4.00 p.m.) Monday through
Friday (except public holidays).
(7) A complete set of bidding documents in English language for each category may be purchase by interested bidders on the submission of a written application to the address below and upon payment of a non refundable fee of N 10,000 (Ten Thousand Naira). The method of payment will be by cash or Bank draft payable to Office of the Accountant-General of the Federation.
(8) Bids for category A must be delivered to the address below on or before 12.00 noon, May 5, 2015 while bid for category B must be delivered to the address below on or before 12.00 noon, May 6, 2015. All bids must be accompanied by a bid security of at least 2% of the bid amount. Late bids will be rejected.
(9) Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below by 12.00 on 5th of May, 2015 for category A and 6th of May, 2015 for category B.
