Expression of Interest
The Federal Government of Nigeria has received a credit from the International Development Association (IDA) towards the cost of implementing Public Sector Governance Reforms and Development Project in selected states in Nigeria. The overall objective of the project is to improve transparency, accountability and quality in Public Finance Management and Human Resource Management with a view to strengthen governance in participating States. Ekiti state is one of the beneficiaries of this credit and intends to apply part of the proceeds to support External Audit Reforms in the State.
The scope of service for this consultancy work shall include the following specific tasks:
- Functional review of the Office of the State Auditor-General in line with current best practices;
- Develop a new audit manual for the state external audit function
- Develop a strategic plan for the modernization and computerization of the audit techniques and reporting;
- Clearly identify the major structural and institutional arrangements needed to support the successful implementation of the modernization and computerization of audit methods, techniques and reporting;
- Build the capacity of identified staff of the State Auditor General on modem audit methods, techniques and reporting.
The Ekiti state Public Sector Governance Reform and Development Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: (a) profile of key staff (b) verifiable evidence of two similar assignments carried out during the last five years, (c) profile of firm showing its capacity especially its strength in External Audit reforms, (d) availability of appropriate skills among key staff and (e) any other information that may be helpful in assessing the qualification of the firm.
The Consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants…by World Bank Borrowers, January, 2011.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers January, 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
