(1) This Request for Expression of Interest follows the General Procurement Notice (GPN) for this Project that appeared in the dgMarket of 26th November, 2010
(2) The Federal Government of Nigeria has received a credit from the International Development Association (IDA) for the implementation of Public Sector Governance Reform and Development Project. Ondo State is a beneficiary of the credit and intends to apply part of the proceeds of the credit for this assignment under Tax Administration Reform Sub Component of the Project. The overall objective of the project is to promote good governance by promoting quality transparency and accountability in public financial management and human resource management systems in Ondo State.
Scope of Service
(3) The scope of service for this consultancy work shall include the following tasks:
(a) Conduct an extensive review of existing organisational set up (structure, people and role) of the Ondo State Board of Internal Revenue (OSBIR), highlighting in particular, their strengths and weaknesses in line with OSBIR mandate and making recommendations as appropriate with greater emphasis on legislation for autonomy in the areas of funding and human resource
(b) Review and recommend changes on the appropriate business process for the Ondo State Board of Internal Revenue in line with the restructuring
(c) Assess the present capacity of the staff of the Board in order to identify skill gaps. The assessment will include requirements for establishing specialised departments/skills in taxation which are not currently existing.
(d) Conduct Training needs Assessment on key aspects of taxation as well as on matters necessary for the support of Information Communications Technology infrastructure in the Board
(e) Identify staff and position that need to be trained on different generic and specialised taxation matters including customer service, and the nature of training that needs to be mounted.
(f) Identify suitable training institutions to deliver key training needs.
(g) Produce a training policy and manual for the OSBIR
Qualification and Experience
(4) The Ondo State Public Sector Governance Reform and Development Project now invites eligible consulting firms with minimum of six years experience in tax administration reforms and capacity development to indicate their interest in providing the service. Interested consulting firms are hereby requested to submit a statement of capability indicating relevant experience on similar assignments in Nigeria or elsewhere. This should include, but not limited to, summary of its key staff, provision of company brochures, description of similar assignments carried out in the last five years, experience in similar conditions and region, availability of appropriate skills among key staff (Key staff shall include (i) One Tax Specialist as a Team Leader; and (ii) Human Resource Management Expert).
Selection of Consultant
(5) The consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines; Selection and Employment of Consultants by World Bank Borrowers (January 2011), using Selection Based on Consultant Qualification (CQS) Method
