Request for Expression of Interest (EOI)
This invitation for bids follows the general procurement notice for this project that appeared in Development Business No. 673 of February 28, 2006 on-line and in DG Market. The Lagos State Government through the Federal Republic of Nigeria has received financing from the International Development Association (IDA) and the Agence Francaise de Development (AFD) towards the cost of the Second National Urban Water Sector Reform Project, and intends to apply part of the proceeds for Consultancy Services for Human Resources Diagnosis and organizational development and Human Resources Management.
The Lagos Water Corporation now intends to solicit proposals from qualified international consulting firms to provide technical assistance in carrying-out an Organizational and Human Resource Diagnosis as well as implementing recommended capacity building programs for the Lagos Water Corporation. The selected firm will conduct an assessment of the existing organization to determine its sufficiency in line with the new institutional arrangement with a view to achieving the objectives of the 2nd NUWSRP and make recommendations on changes needed based on LWC’s specific needs and best practice. It is estimated that a maximum of 18months of Consulting Services input will be required.
Objectives of the Assignment:
The objectives of the assignment are as follows:
- Assess the existing organizational arrangement and identify strengths and weaknesses in relation to LWC’s capacity to achieve commercial viability, service reliability, and sustainability.
- Recommend changes in the Commercial Services Function with a focus on re-engineering commercial functions with the goal of increasing revenue collection.
- Recommend organizational arrangements that will lead to LWC Incoming a more decentralized organization to enable the organization to better serve the large metropolis. This will give Area Managers some autonomy and responsibility and rewards for improved performance.
- Propose changes in institutional and organisational framework.
- Develop recommended organisational and Human Resources Management frameworks, Processes and Tools, Plans and Programs including appropriate capacity building programs, and develop a change management plan including stakeholder management and communication plan.
- Provide technical assistance for the implementation of selected activities of the recommended organisational and Human Resource Management frameworks, Processes and Tools, Plan, Capacity building program, and change management plan including stakeholder management and communication plan.
Scope of Services:
Phase 1: Organisational Assessment
Phase 2: Development of Recommendations on Proposed Changes in Institutional and Organisational Framework
Phase 3: Development of Recommended Organisational Development and Human Resource Management Frameworks, Processes, Tools, Plans and Programs
Phase 4: Technical Support in the Implementation Management of Recommended Organisational Development and Human Resource Management Frameworks, Processes, Tools, Plans and Programs.

The Lagos Water Corporation now invites eligible consulting firms to indicate their interest in providing the consulting services as described above. Interested Consultants must provide the following information indicating that they are qualified to perform the services:
- Brochures,
- Description of similar assignments,
- Experiences in similar conditions,
- Availability of appropriate skills among staff etc.
Firms may associate to enhance qualification
International or Local Firms or consortium will be short listed under Quality and Cost Based Selection method (QCBS) in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Current Edition). The EOI should be submitted in hard copies, one original and four Copies and not by electronic mailing.
