The Federal Government of Nigeria has received credits from the International Developments Association towards financing Public Sector Governance Reforms Development Project (PSGRDP). Kebbi State is a beneficiary of the credit/grant and intends to apply part of the proceeds in implementing Public Financial Management Reforms of which an effective procurement system is a critical component. The objective of the project is to improve transparency, accountability and quality in public finance management, with a view to strengthening governance in the State.
The objective of this Consultancy Service is (a)To build institutional capacity that will regulate and implement the procurement function as well as decentralize the procurement function to procuring (MDAs) of government.; (b) To develop Standard Bidding Document for goods, works and non-consulting services, Standard request for proposal for the selection of consultants, procurement manual and regulations for the state, and any other procurement document that will strengthen the Public Procurement procedures; (c) To provide training on the use of Standard Bidding documents. Standard request for proposal, and procurement manuals; and (d) To provide training on the preparation of Work and Procurement plans, and the modalities of harmonizing procurement requests of the respective constituting units of a Ministry/Department/Agency.
Kebbi State Public Sector Governance Reform and Development Project (PSGR & DP) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (Profile of consortium, Track record and description of similar assignment, Training experience in similar condition, general qualifications and availability of appropriate skills among staff, Training experience). The proposed assignment is expected to bring international best practice and ideas into skills enhancement. As such, eligible local firms could associate with other organisations/firms with direct experience on procurement reforms.
A consultant will be selected under Consultant Qualification (CQ) in accordance with the procedures set out in the World Bank’s Guidelines; Selection and Employment of Consultants by World Bank Borrowers. January, 2011.
