Assignment Title: Senior Housing Microfinance Expert
The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Nigeria Housing Finance Program, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
(i) the appraisal of submissions from Microfinance Banks (MFBs) that have expressed interest to participate in the pilot scheme of the Housing Microfinance (HMF) component of the Nigeria Housing Finance Program (NHFP);
(ii) an assessment of the Technical Assistance needs of the MFBs that would be selected;
(iii) the development of a draft model Technical Cooperation Agreement for partner MFBs specifying mutual obligations under the project for Project Administration Team (PAT)’s consideration;
(iv) preparation of a draft TOR for the selection of a firm to implement tailored TA in the selected MFBs;
(v) participation in potential selection of new MFBs;
(vi) appraisal of MFBs that are eligible to gauge their suitability to continue in the pilot scheme; and
(vii) additional relevant activities supporting project implementation as defined by the PAT.
The initial contract duration of the assignment is 60 days with a possibility for extension.
The PAT on behalf of the Central Bank of Nigeria as the Project Implementing Entity (PIE) now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- A minimum of 15 year of hands on experience in microfinance projects in developing economies, preferably in Africa
- Practical experience in housing microfinance related issues and projects in at least 2 countries
- Experience with designing and managing similar projects in the area of housing microfinance in the last 5 years
- A strong writing and presentation skill in English Language is a MUST.
- University degree in a relevant field (e.g. Economics, Finance, Business Administration etc.)
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest
A Consultant will be selected in accordance with the Individual Qualification Selection method set out in the Consultant Guidelines.
