1. Introduction:
ADDAX PETROLEUM DEVELOPMENT (NIGERIA) LIMITED (hereinafter referred to as “APD(N)L”) invites interested and pre-qualified Contractors to respond to this tender opportunity for the Provision of Marine Vessels for Addax Petroleum Operations, as detailed in item 2 below. The contract is proposed to commence in Q4, 2014and continue for a duration of three (3) years with APD(N)L having the sole option to extend for one (1) year and an additional year.
2. Scope of Services:
This Scope of Services covers the provision of various marine support vessels for APD(N)L operations. The vessel types are Terminal Support Tug Vessels, Line Handlers and Platform Support Vessels.
As a minimum requirement, the selected Contractors who must be wholly Nigerian owned shall have the necessary experiences and capabilities; and shall be fully responsible for the supply of the vessels which must comply with the following:
(A)Provision of 1(one) Terminal Support Tug Vessels o the following specification:
- BHP’s: Greater than 7,000
- Engines: Caterpillar ( Diesel/Electric Power Supply)
- Vessel MUST be equipped with On Line fuel monitoring system for all engines and fuel tanks along with online data transmitting to characters direct
- Vessel not more than five (5) years old at the start of operations
- Draft: MUST be less than or equals to 4.5m
- Bollard pull: Not less than 85 metric tons
- Free deck space: Not less than 350-700m2
- Firefighting: Minimum FiFi 2. (Approved by Class of the proposed vessel) / remote controlled from the wheelhouse / minimum: 2400 m3/h / 2 water monitor @ 1200 m3/h @ 12 bars (with foam capacity 300m3/h) / Pumps: 6 X 1500m3/h @ 14 bars each / Deluge system.
- Dynamic positioning: DP2 (Sensors and monitoring as per Class 2 requirements) allowing automatic tracking, automatic speed control and dynamic positioning.
- Base Oil Capacity: Greater than or equals to 300 m3
- Capable of agitating Base Oil & Liquid Mud until delivery to Rig.
- Liquid Mud Capacity: Greater than or equals to 600 m3
- Brine Capacity: Between 600 m3 to 700 m3.
- Dry Bulk Capacity: Greater than or equals to 200 m3 in 4 or more tanks.
- Potable Water: Greater than or equals to 600m3.
- Drill Water: Greater than or equals to 1000 m3.
- Fuel Capacity: Greater than or equals to 900 m3.
- Vessel to be fully classified (Class ICAS, IMO Compliance and SOLAS approved.
- Deck crane: SWL 2.5 tonnes at an outreach of approx. 15m (quay lift).
- Minimum 1 x MOB (Rescue boat) with davit
- Vessel to be equipped with sufficient towing winches, deck equipment and paraphernalia so as to be able to provide a full range of oil field support services including but not limited to anchor handling, towage of rigs and barges and transportation of cargo and passengers to and from APD(N)L’s Installations.
- Deck equipment: Main winch electro-hydraulic high pressure winch with 2 declutch able drums in waterfall arrangement (drum capacity 2000M of 3”) / windlass / stern roller / towing pins / shark jaws / Tuggers / Capstans.
- Main Winch: 1 waterfall type Brattvaag BSL300W/SL300W low pressure hydraulic with 2 drums (wire capacity 2950m of 3”).
- Secondary winch: type Brattvaag ALM 63050U with 2 drums (wire capacity: 3,500m of 3”)
- Vessel must be capable of operating in relatively shallow locations (4.5m), in tidal estuarial areas (Calabar, Bouni and Warri Estuaries).
- Deck crane: minimum SWL 2MT at an outreach of approx. 10m (quay lift).
- Fendering: Enough to cover all operations) including the one’s for vessel protection + pushing rubber bow fender
- Draft: Must be less than or equals to 4.5m
- Navigation: AIS / 2 Radars /1 Magnetic Compass / 3 gyrocompasses /1 speed log /1 digital echo-sounder /1 Auto Pilot system / 2 DGPS / GPS / 2 UPS /1 Fan beam / manual search lights.
- Anti-Pollution System
- Pumps delivery rates:
Fuel Oil: 100m3/h @ 7 bars
Ballast: 10OnrVh @ 7 bars
Fresh water: 120m3/h @ 7bars
Liquid bulk: 120m3/h @ 7 bars
Dry bulk: 120m3/h @ 7 bars
- Speed/ Fuel Consumption information to be provided (Stand-by / Economical / Full power / DP)
- Vessel MUST be equipped with On Line fuel monitoring system for all engines and fuel tanks along with online data transmitting to charterers direct
- Vessel must be equipped with all kind of adaptors to connect the hoses lines to the receiver.
- Fuel oil purifier
- IT: On-board computer network (E-mail system that supports attachment)
- Communication: 2 x Inmarsat (C and F55) / radio system compliant with GMDSS A3 / 1 SSB Duplex DSC / 2 VHF / EPIRB / SART/ NAVTEX / 1 Iridium system /Automatic exchange telephone system with facilities in each room
- Main Generators and emergency generator and harbor generator ratings.
- Reefer/ Freezer box connections (minimum 2 connections) Water making facility to support daily requirement by crew on board.
- Additional beds: Minimum of 8 beds to be available for APD(N)L’s personnel.
- Refueling hoses for underway refueling operations
- Certified fuel loading/discharge meter.
- gyrocompasses/1 speed log, etc installed for tracking
- Accommodation for not less than 30 Company personnel
- Main generator Engine rating & fuel consumption
- Emergency generator engine rating
- Harbour generator engine rating
- Dispersant spray boom with mixing pump.

B. Provision of 1 (one) Platform Supply Vessels of the following specification:
- Vessel not more than five (5) years old at the start of operations
- Vessel to be fully classified (Class ICAS, IMO Compliance and SOLAS approved)
- Dynamic positioning: DP2 (sensors and monitoring as per class 2 requirements)
- Engines: Caterpillar (Diesel/Electric Power supply)
- On-line fuel monitoring system
- Fendering: Enough to cover all operations including the one’s for vessel protection + pushing rubber bow fender
- Built in Minimum FIFI 1 (water and foam) (Approved by class of the proposed vessel)
- Minimum unobstructed free deck space: 700 m2
- Base Oil capacity: more than 400 m3
- Liquid Mud Capacity: 1000 m3
- Capable of agitating Base Oil & Liquid Mud Loaded on boat.
- Brine capacity: more than 200 m3
- Dry bulk capacity: more than 400 m3
- Number of bulk tanks: 4
- Potable water: 800 m3
- Drilling Water: 1000m3
- Dispersant tank: 3 m3
- Dispersant booms
- Reefer plugs on deck (2 minimum)
- Navigation: AIS / 2 Radars / 1 Magnetic Compass / 3 gyrocompasses / 1 speed log / 1 digital echo-sounder / 1 Auto Pilot system with forward thrusters control / 1 DGPS / GPS / 2 UPS / 1 Fan beam / manual search lights.
- Draft: Must be less than or equals to 4.5m
- Speed not less than 15 knots.
- Freezer box connections (2 minimum)
- E-mail system
- Navigation: AIS/2 Radars/ 1 magnetic compass/3 gyrocompasses/1 speed log, etc installed for tracking
- Accommodation for not less than 30 Company personnel
- Main generator Engine rating & fuel consumption
- Emergency generator engine rating

- Provision of (J(One) Line Handling Tug (LHT)
- To act as a pullback/towing tug for oil tankers during crude oil export /loading operations
- To assist during inspections, testing and change out of floating loading hoses
- To participate in Oil Spill Response and containment within the APD(N)L field.
- Diesel fuel transfer to other vessels
- Potable water transfer to other vessels.
- Free deck space must be greater than 100m2

- Special Equipment Requirement:
- Speed not less than 12knots
- Stem to be fitted with a detachable ‘Gob Eye or Gob Rope hydraulic tow pins/shark jaws and hold down with a detachable bar over the stem roller. All towing capable of
- Control from the wheel house and locally
- Bollard Pull capacity (between 50-55t)
- Bow thruster
- The winch must be of design and brake holding capacity to safely and effectively withstand all static and dynamic loads which might be experienced during towing
- Oil dispersant (APD(N)L approved) storage capacity for not less than 25m3.
- Sufficient fuel capacity to sustain 30days without refueling
- Potable water capacity.
- Dispersant spray boom with mixing pump
- Refueling hoses for underway refueling operations.
- Certified fuel loading/discharge meter.
- Bunker transfer pump which enable vessel to refuel others as may be required.
- A crane at least to be able to launch the workboat and support oil spill containment efforts (SWL5mt for a reach of not more than 10m.
- Rescue Zone conspicuously marked on deck.
- Bow, stem and sides to be designed and arranged with suitable fendering to allow for effective pushing and coming alongside export tanker, Calm buoy
- Supplied with enough life jackets.

Classification Requirement for the three types of vessels:
- Vessel to be classed with an IACS member in order to have certificate of class Notations
- Vessel to meet all IMO and Flag state requirements
3. Mandatory Requirements:
3.1. To be eligible for this tender exercise, interested Tenderers are required to be pre-qualified in any or all of the following: 3.08.01 Tugs/ROV Support/Diving Support Vessels, 3.08.17 Supply Vessels or 3.08.18 Standby Vessels Cat A, B, C & D (Product/Service) category in NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this category will receive Invitation to Tender (ITT)
3.1.1. To determine if you are pre-qualified and view the product/services category you are listed for: You may visit NipeX NJQS Website at www.nipexng.com and access NJQS with your log in details, click on ‘continue Joint Qualification Scheme tool, click on ‘check my supplier status’ and thereafter click on’ supplier product group’.
3.1.2 If you are not listed in a product/service category that you are registered with DPR to do business, you may contact NipeX Office at 30, Oyinkan Abayomi Street, Ikoyi, Lagos, with your DPR certificate as evidence for verification and necessary update.
3.1.3 To initiate the JQS Pre-qualification process, you may access www.nipexng.com to download the requisite application form, make necessary payments and contact NipeX office for further action.
3.2. In addition to 3.1 above, Tenderers shall also be required to comply with the Nigerian Content requirements in the NipeX system.
4. Nigerian Content Requirements:
Tenderers are to note that they will be requested during the technical tender to provide details of their relevant strategy to ensure that they fully comply with the Nigerian Oil & Gas Industry Content Act, 2010 as provided at www.nigcontent.com, in view of the fact that non-compliance will constitute a fatal flaw in all contract evaluations.
In light of the above, Tenderers shall be expected by the Nigerian Content Development Monitoring Board (NCDMB) to:
- Demonstrate that the entity proposed for execution of the service, is a Nigerian Indigenous Company, or Nigerian Indigenous Company as the contracting entity in genuine alliance or joint venture with foreign company with details on scope and responsibilities of parties for this work. Such companies must show evidence of joint venture binding agreement duly signed by the CEO of both companies including evidence or plans of physical operational presence and set-up in Nigeria
- Furnish details of company ownership and shareholding structure. With photocopies of its CAC Forms CO2 and CO7
- Provide evidence of what percentage of its key management positions are held by Nigerians and what percentage of the total work force are Nigerians. And also show overall percentage of work to be performed by Nigerian resources relative to total work volume.
- Provide a Nigerian Content Plan with detailed description of the role, work scope, man-hours and responsibilities of all the Nigerian companies and personnel that will be involved in executing the work.
- State proposed total scope of work to be conducted by Nigerian personnel (whether contracted directly or under subcontract agreements) with names and addresses including evidences of well equipped offices and workshop.
- Provide detailed plan for staff training and development on engineering, project management and procurement (including all software to be used. number of personnel, name of organization providing such training and evidence of past training record) for Nigerian personnel including description of any specific programs in place for transfer of technology and skills to indigenous businesses and Nigerians over the next five (5) years.
- Provide evidence of domiciliation of project management and procurement centers in Nigeria with physical addresses (not P.O. Box).
- Provide detailed description of the location of in-country facilities (Equipment, storage, workshops, repair, maintenance and testing facilities).
- Provide detailed statement with evidence of how it intends to maximize the use of Nigerian made goods and services
- Provide details on any other Nigerian Content initiative the company is involved in.
- Names of Barge(s) and copies of vessels certificate of registration to be attached.
- Provide evidence to show that the nominated vessels are categorized in the NCDMB NJQS marine vessel categorization database.
- Documented evidence of vessel ownership, including any commercial, technical or legal interest held by any other entity(s) in the vessels to be considered.
- Provide evidence of Nigerian Content Equipment Certificate (NCEC)
5. Closing Date
Only Tenderers who are registered with NJQS Product/category 3.08.01 Tugs/ROV Support/Diving Support Vessels, 3.08.17 Supply Vessels or 3.08.18 Standby Vessels Cat A, B, C & D as at (21st May, 2014), being the advert closing date shall be invited to submit Technical Bids.
Classification Requirement for the four types of vessels:
- Vessel to be classed with an IACS member in order to have certificate of class notations
- Vessel to meet all IMO and Flag state requirements
All other related equipment, tools and experienced personnel necessary to satisfactorily perform the Services.
The selected Contractors will be responsible for the mobilisation and subsequent demobilisation of their equipment, tools and personnel between place of origin and APD(N)L’s locations where the Services are to be performed.
6. Additional Considerations:
Please note that all interested Contractors are required to strictly adhere to following conditions in relation to their response to this Advert:
As stated in item 3 hereto, Contractors are required to be pre-qualified in NJQS under this specific Services category to be eligible to participate in this tender opportunity.
- All costs incurred in preparing and processing NJQS pre-qualification and responding to this Tender Opportunity shall be to the Contractor’s own account.
- This Advert shall neither be construed as any form of commitment on the part of APD(N)L to award any contract to any Contractor and or associated contractors sub-contractors or agents, nor shall it entitle pre-qualified Contractors to make any claims whatsoever, and/or seek any indemnity from APD(N)L and/or any of its partners by virtue of such Contractors having been pre-qualified in NJQS.
- The tendering process shall be undertaken in accordance with the NNPC contracting process which requires pre-qualified Contractors to submit their documentation in the following manner:-
- Pre-Qualified contractors in the relevant Product/Services category in NJQS will be requested to submit their Technical Tenders.
- Following the Technical evaluation process, only technically acceptable and financially qualified contractors will be requested to submit their Commercial Tenders.
- APD(N)L will communicate only with authorised officers of the qualifying Contractors at each stage of the Tender process, as necessary, and will NOT communicate through individuals or appointed Agents.
