1. Introduction:
Star Deep Water Petroleum Limited (SDWPL), a Chevron company and operator of the Agbami field on behalf of the partners (FAMFA Oil, Statoil, Petrobras and NNPC), invites interested Companies with relevant experience to apply for pre-qualification for the provision of Sand Control & Stimulation services to support Company’s Deepwater Oil and Gas Well Drilling and Completion Operations. The contract is proposed to commence in 4th quarter of 2014 for three (3) year duration.
2. Scope of Work:
The scope of work for this service includes but not limited to the following:
- Interested Applicants must be able to provide equipment, materials and personnel to perform Sand Control & Stimulation Services as required by COMPANY.
- Provide Sand Control Pumping and Stimulation Services as directed by COMPANY and per Well Program.
- Furnish a DP Class 2 Stimulation Vessel(s) in support of Fracture and Acid Stimulation or Sand Control Operations consisting of either Open Hole or Cased Hole Gravel Pack and Frac Pack Completion Operations supporting an Offshore Deep Water Subsea Completion Program at COMPANY’s deep water Well Locations.
- Vessel(s) shall have Dynamic Positioning capability conforming to DP Class 2; to comply Stimulation Vessel shall, at minimum, be equipped with two (2) Independent Main Propulsion Units, two (2) Bow Thrusters, one (I) Stern Thruster, and Independently-Operated Rudders of sufficient independent and combined power rating to maintain position within a maximum two (2) Meter offset radius in maximum thirty-eight (38) Knot surface wind and two (2) Knot surface current environmental conditions.
- Vessel shall be classed by an IACS recognized Classification Society and shall carry as minimum Class Notations for Unlimited Trade, Dynamic Positioning Class 2, Unattended Machinery Spaces (UMS), full compliance to ISM, STCW 95, ISPS Codes and all other Flag State Certification requirements.
- Vessel Personnel shall be certified for work in accordance with Vessel Registration requirements.
- Interested Applicants must be able to furnish COMPANY with Equipment, Tools, Service Packages, etc. required to perform Services on Call-Out using latest Technical Specifications for Equipment.
- Interested Applicants must be able to provide Fracture and large volume Acid Simulation, Open Hole, Cased Hole or High Rate Water Gravel Packs and Frac Pack Equipment and Materials inclusive, but not limited to Proppant, Additives and Chemicals, as well as pumping Services to perform Sand Control and Stimulation Operations as required by COMPANY.
- Interested Applicants must be able to provide Stimulation Vessel with experienced personnel and necessary equipment such as Skid Mounted Equipment to perform large volume Acid Stimulation, Open Hole, Cased Hole and High Rate Water Gravel Packs (HP Pumps to provide 5,000 HHP with a Working Pressure of 10,000 psi, Sand silo of minimum 200,000 Ibs, Centrifugal pump, Blender/Infuser, Batch Mixer, Mixing and Storage Tanks, Chemical Transfer pump).
- Interested Applicants must be able to provide Chemicals and Proppant to perform Frac Packs, Open Hole, Cased Hole and High Rate Gravel Packs.
- Interested Applicants must be able to provide Surface rig up equipment (Frac Head and manifolds, rated 10,000 psi minimum, coflexip hoses and instrumentation/monitoring equipment)
- Interested Applicants must be able to maintain ability to redress Equipment and Tools locally per minimum Original Equipment Manufacturer (OEM) Specifications.
- Interested Applicants must be able to provide all necessary Shore-based administration and management support to fulfill its obligations under this Contract.
- Interested Applicants must be able to have relief Personnel for all key Personnel, facilities manager, QA/QC contact in facilities “yard”, representative contact in Lagos and Tool Operators.
- Interested Applicants must be able to provide Dedicated QA Personnel to ensure rigorous adherence to Contractor’s Quality Plan.
- Interested Applicants must be able to provide and have available to COMPANY for Term of Contract from CONTRACTOR’S point of origin qualified Services Personnel on ‘Call-Out’ as follows:
- Sand Control Frac-Master Supervisor,
- Sand Control Rig Supervisor,
- Field Engineer,
- Sand Control Frac Head Operator,
- Sand Control Specialist, and
- Crew consisting of a sufficient complement of Personnel to perform Gravel Pack and Frac Pack Pumping Services
3. Mandatory Tender Requirements:
A. To be eligible for this tender exercise, interested bidders are required to be pre-qualified in the 3.04.33 (Gravel Packing Services) category A, B, C & D in NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in both categories by the bid close date will receive Invitation to Technical Tender (ITT).
B. Please note that suppliers including their sub-contractor(s) shall be required to:
I. Meet all JQS mandatory requirements to be listed as –“Prequalified” for a category in the JQS database.
II. Meet all Nigerian Content requirements stated in this advert in their responses to the Invitation to Technical Tender. Failure to meet the Nigerian Content requirements is a “FATALFLAW”.

4. Nigerian Content
Star Deep Water Petroleum Limited is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in next Tender Stage
The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission.
A. Demonstrate that the entity is a Nigerian Registered Company, or a Nigerian Registered Company in genuine alliance or joint venture with foreign company with details on scope and responsibilities of parties for this work. Such companies must show evidence of joint venture binding agreement duly signed by the CEO of both companies including evidence or plans of physical operational presence and set-up in Nigeria
B. Furnish details of company ownership and shareholding structure. Also submit clear photocopies of your CAC Forms CO2 and Co7
C. Provide evidence of the percentage of 1) key management positions that are held by Nigerians and 2) total work force that are Nigerians. Also, show overall percentage of work to be performed by Nigerian resources relative to total work volume.
D. Provide a Nigerian Content Plan with a detailed description of the role, work scope, man-hours and responsibilities of all Nigerian companies and personnel that will be involved in executing the work. Also provide details of Nigerian Content contact or manager.
E. State proposed total scope of work to be performed by Nigerian personnel (whether contracted directly or under subcontract agreements) with names and addresses includ.ng evidences of well equipped offices and workshop; attach past experience of such patronage.
F. Specific to this project, provide detailed plan for staff training and development on engineering, project management and procurement (including all software to be used, number of personnel, name of organization providing such training and evidence of past training record’) for Nigerian personnel including description of any specific programs in place for transfer of technology and skills to indigenous businesses and Nigerians over the next five (5) years.
G. Provide evidence of domiciliation of project management and procurement centers in Nigeria with physical addresses (not P.O. Box).
H. Location of in-country facilities, (Equipment, storage, workshops, repair & maintenance facilities and, testing facilities).
l. Contractor must be willing and able to provide evidence of maximization of made in Nigeria goods and services.
J. Provide details on any other Nigerian Content initiative your company is involved in.
K. Provide evidence of MOU with OGTAN registered trainer to conduct classroom module of training and on the job attachment
L. Provide human capacity building development plan including budget which must be minimum 10% of project man-hours or cost. Training will be targeted at developing capacity other than bidder’s personnel. Trainees will be nominated from a database maintained by NCDMB and the services of OGTAN registered trainers utilized to cover classroom modules.
M. Provide details of equipment ownership
N. Bidders (Vendors, Original Equipment, Manufacturers-OEMs, and EPC Contractors) are required to present Nigerian Content Equipment Certificate (NCEC) issued by Nigerian Content Development and Monitoring Board (or evidence of application for the certificate) in respect of any components, spares, equipments, systems and package to be used in the proposed project under tender.
O. All Bidders for a project/contract/service with a completion period of 12 months or more required to submit as part of the Nigeria requirement, a signed Memorandum of Agreement (MOA) between it and one of the research and development (R&D) Clusters established by the Nigerian Content Development & Monitoring Board (NCDMB). The MOA shall be relevant to the project and shall indicate how the bidder intends to use the (R&D) Clusters during project execution.
5. Close Date:
Only bidders who are registered with NJQS 3.04.33 (Gravel Packing Services) Categories A, B, C, & D by 4:00pm, 3rd June, 2014 being the advert close date shall be invited to submit technical bid.
Please note the following:
The processing NJQS prequalification shall be solely to the contractor’s accounts.
- Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under this product/service category.
- The Invitation to Tender (ITT) and any further progression of this tender shall be via NipeX.
- All costs incurred in preparing and processing NJQS prequalification shall be solely to be contractor’s accounts
- This advertisement shall neither be construed as any form of commitment on the part of Star Deep Water Petroleum Limited to award any contract to any company and or associated companies, sub contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Star Deep Water Petroleum Limited and or any of its partners by virtue of such companies having been prequalified in NJQS.
- The tendering process shall be the NNPC contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified contractors will be requested to submit commercial tenders.
