Tender Advert for Provision of Valve Maintenance Services

Introduction:
Chevron Nigeria Limited (CNL), operator of the Nigerian National Petroleum Corporation (NNPC)/CNL Joint Venture, plans to engage the services of competent and qualified companies with relevant experience in the area of provision of valve maintenance services to support CNL’s oil and gas production activities in its onshore (including EGTL), offshore and swamp locations.
The services are estimated to commence first quarter of 2016 for a proposed contract term of two (2) years plus an optional one (1) year term extension.
Scope of Work:
The scope of work shall include, but will not be limited to the following:
Provision of services including all skilled, qualified and certified personnel, supervision, and provision of testing devices, equipment, tools, consumable materials and other items necessary for performance of the valve maintenance services (including shutdowns and turnarounds) on a call-out basis.
Successful bidder(s) must be able to provide proof of certification, training or qualifications of their personnel at site when requested by CNL. Bidder must own and operate a functional, certified and fully outfitted valve workshop in Nigeria and must be able to provide mobile valve shops when required.
The services, which may be on-site and/or off-site, includes but is not limited to the following;
- Refurbishment of mechanical valves which may include:
(a) Gate valve, all trims.
(b) Butterfly valve, all trims.
(c) Ball valve, all trims,
(d) Globe valve, all trims.
(e) Check valve, all trims
(f) Plug valve, all trims
(g) Special valve.
(h) Orbit valve, all trims.
- Servicing and calibration of instrument control valves which may include the following activities;
(a) Actuator Servicing and calibration
(b) Positioner servicing and calibration.
(c) Solenoid inspection and testing.
(d) Diaphragm inspection and testing.
(e) Pressure regulator inspection, cleaning and setting.
- Maintenance service and testing of Pressure Relieving Devices (PRD).
- Hydraulic and pneumatic pressure test onsite and offsite including at the contractor valve shop.
- Provision of a mobile valve workshop.
- Utilization of contractor owned and outfitted valve maintenance shop.
- Ability to meet huge ramp in valve maintenance demands e.g. turnarounds.
- Engagement of Original Equipment Manufacturers (OEM) and Specialty Valve Manufacturers (SVM) with binding agreements that will enable local maintenance of specialty valves and provision of unique maintenance services.
- Testing and maintenance in accordance with API and ANSI standards as well as other industry recommended standards.
Mandatory Tender Requirements;
(A) To be eligible for this tender exercise, interested bidders are required to be pre-qualified in Category 30530 (Valve Management Services Including Testing and Repair) Category A and B in NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified bidders in this category by the bid close date will receive an Invitation to Technical Tender (ITT).
(B) Please note that interested bidders including their proposed sub-contractor(s) shall be required to:
(I) Meet all JQS mandatory requirements to be listed as “PREQUALIFIED” and “LIVE” for a category in the JQS database.
(II) Meet all Nigerian Content requirements stated in this advert in their responses to the ITT. Failure to meet the Nigerian Content requirements is a “FATAL FLAW”.

Nigerian Content Requirements
CNL is committed to the development of the Nigerian Oil and Gas Industry in accordance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
Interested bidders shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in the next tender stage.
The following are the Nigerian Content requirements interested bidders are expected to comply with in their technical bid submission.
(A) Demonstrate that the entity is a Nigerian registered company, or a Nigerian registered company in genuine alliance or joint venture with foreign company with details of scope of alliance or joint venture and responsibilities of the parties for services covered by this tender opportunity provided. Such companies must show evidence of a binding joint venture agreement duly signed by the CEO of both companies including evidence or plans for physical operational presence and set-up in Nigeria.
(B) Furnish details of company ownership and share holding structure. Also submit clear photocopies of your CAC Forms C02 and Co7
(C) Provide evidence of the percentage of 1) key management positions that are held by Nigerians and 2) total work force that are Nigerians. Also, show overall percentage of work to be performed by Nigerian resources relative to total work volume.
(D) Provides Nigerian Content Plan with a detailed description of the role, work scope, man-hours and responsibilities of all Nigerian companies and personnel that will be involved in executing the work. Also provide details of bidder’s Nigerian Content contact or manager.
(E) State proposed total scope of work to be performed by Nigerian personnel (whether contracted directly or under subcontract agreements) with names and addresses including evidence of well-equipped offices and workshop. Attach details of past experience of use of such offices and workshops.
(F) Specific to this tender opportunity, provide a detailed plan for staff training and development on engineering, project management and procurement (Including all software to be used, number of personnel, name of organization providing such training and evidence of past training record) for Nigerian personnel including description of any specific programs in place for transfer of technology and skills to indigenous businesses and Nigerians over the next five (5) years.
(G) Provide evidence of domiciliation of project management and procurement centers in Nigeria with physical addresses (not P.O. Box).
(H) Location of in-country facilities, (equipment, storage, workshops, repair, maintenance and testing facilities).
(I) Interested bidders must be willing and able to provide evidence of maximization of made-in-Nigeria goods and services.
(J) Provide details on any other Nigerian Content initiative your company is involved in
(K) Provide evidence of Memorandum of Understanding (MOU) with the Oil & Gas Trainers Association of Nigeria (OGTAN) registered trainer to conduct classroom training modules and on the job attachment.
(L) Provide human capacity building development plan including budget which must be a minimum 10% man-hours or cost. Training will be targeted at developing capacity of personnel other than bidder’s personnel. Trainees will be nominated from a database maintained by NCDMB and the services of OGTAN registered trainers will be utilized to cover classroom modules,
(M) Provide details of equipment ownership.
(N) Interested bidders are required to present Nigerian Content Equipment Certificate (NCEC) issued by Nigerian Content Development and Monitoring Board (or evidence of application for the certificate) in respect of any components, spares, equipment, systems and packages to be used for the proposed services being tendered.
(O) All interested bidders are required to submit as part of the Nigerian Content requirement, a signed Memorandum of Agreement (MOA) between it and one of the research and development (R&D) clusters established by NCDMB. The MOA shall be relevant to the project and shall indicate how the bidder intends to use the relevant R&D clusters during performance of the services.
Closing Date
Only bidders who are registered with NJQS Product/Category 30502 (Valves Management Services including Testing and Repair) Category A and B by 4:00pm, August 7, 2015 being the advert close date shall be invited to submit a technical bid.
Please note the following:
(1) Companies that are eligible for this tender opportunity are expected to be prequalified in NJQS under the stated product/service category,
(2) The ITT and any further progression of this tender shall be via NipeX.
(3) All costs incurred by interested bidder in preparing and processing NJQS pre-qualification shall be solely for the bidder’s accounts.
(4) This advertisement shall neither be construed as any form of commitment on the part of CNL to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from CNL, NNPC and/or any of their affiliates by virtue of such companies having been prequalified in NJQS.
(5) The tendering process shall be the NNPC tendering process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified bidders will be requested to submit commercial tenders.
(6) CNL will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
