OPEN CONTRACT FOR HEAVY DUTY EQUIPMENT IN NAOC

- Introduction
Nigerian Agip Oil Company Limited (NAOC) intends to put in place an open contract for the provision of various Cranes, Forklift, Tanker Trucks, Trailers Trucks, Trucks and others type of Heavy Duty Vehicles to cope with the daily workload of operations at NAOC JV fields.
Contractor will take coverage of all costs and expenses for all the vehicles provided hereunder for the duration of the CONTRACT. The proposed open contract shall cover a period of five (5) years plus one (1) year optional extension.
NAOC, through this Tender Opportunity, announces to interested reputable Nigerian Companies and NJQS prequalified Companies of the defined scope of service hereunder.
2. SCOPE OF SERVICE
a) Contractor shall provide brand new various Cranes, For Forklifts, Tanker Trucks, Traders Trucks, Trucks and others type of Heavy Duty Vehicles to cope with the daily workload of operations at NAOC JV fields.
b) Contractor will take coverage of all costs and expenses for all the vehicles provided hereunder for the duration of the CONTRACT.
c) The fleet should be designed and/or modified specifically for carrying out works at NAOC Bases, swamp drilling sites, production flow stations.
d) All the vehicles of the fleet should be duly certified by local appointed authority. NAOC HSE Department has specified the additional certifications required, as stated in the technical specifications document attached.
e) Contractor will take care of regular maintenance (periodical controls), providing spare parts and keeping the vehicles in order, to guarantee maximum efficiency and safety of the vehicles. Fuel will be provided by the company.
f) Contractor shall provide the required competent personnel to operate equipment (drivers/operators), vehicles and manual handling and shall be able to provide additional manpower at company request. Personnel are intended to perform his work based on 12hrs/day basis.
g) Contractor shall guarantee the provision of the services as stated in this contract on public holidays Contractor will provide drivers and operators for each vehicle.
h) Contractor will provide fully Comprehensive vehicle insurance, in accordance with local legislation requirements Copies of such insurance certificates shall be provided to COMPANY prior to the commencement of the CONTRACT
i) Drivers and operators should:
- Have a valid license guide
- Be duly trained, qualified and certified in the use of the vehicle
- Detailed information on drivers’ certification is available in the technical specifications.
j) Contractor shall monitor and report regularly the work with suitable schedule and reporting formats, provided by Transport Department
Reporting shall be in accordance with approved Contractor format, coding and legends shall be agreed and approved by Company prior starting of the activity Company reserves the right to submit new formats or to modify the reporting formats throughout the performance of the activity in order to match Company needs.
A Monthly Summary Activity Report, which shall include LTI (Lost Time Incident), incident reports (if any) and corrective actions, shall be submitted by CONTRACTOR to COMPANY by e-mail
Prior to start with the operation the CONTRACTOR shall provide final specifications and certifications, insurances of the proposed, equipment, vehicles, and lifting operation accessories. The following minimum requirements shall be provided by the CONTRACTOR:
a) All hired heavy vehicles engaged by the Company shall recently be certified and copy of the said certificate will be submitted from the Contractor to the Company at the service starting date Detailed HSE requirements regarding certificates, licenses and permit are available on the technical specifications document attached to this scope of work
b) All equipment / accessories used for lifting operation shall be recently certified
c) Contractor shall have an Office Branch in Port Harcourt.
d) Contractor shall enclose along with the tender documents detailed description of.
- Port Harcourt Premises & Equipment;
- Port Harcourt Offices Organization Chart,
- Description of most recent operation performed in the same field;
e) CONTRACTOR shall ensure the provision of the services under the present CONTRACT to COMPANY considering the above defined mandatory requirements.
In case of unavailability due to scheduled/unscheduled maintenance and/or accident, contractor shall provide a substitutive vehicle within 24 hrs.
3. MANDATORY REQUIREMENTS

a) If you are not listed in a product/service category but you are registered with DPR to do business, contact NipeX office at 30, Oyinkan Abayomi Street, Ikoyi Lagos with your DPR certificate as evidence for verification and necessary update.
b) To initiate the NJQS pre-qualification process, access www.nipexng.com to download application form, make necessary payments and contact NipeX office for further action .
c) To be eligible, all tenders must comply with the Nigerian Content requirements in the NipeX system.
d) Company Corporate / Legal Structure:
Is the business properly constituted by law and registered with the appropriate authorities in Nigeria. Provide certificate of incorporation.
- Does the business have Nigerian agency or ownership at a level appropriate to the category of contractor being invited for the contract, and is it properly registered with the Nigerian authorities? Provide evidence
- Is the company duly registered in Nigeria and has DPR permit and registration number. Please provide contractor’s current DPR License, valid for telecommunications and related services.
e) Financial Capability:
Property prepared and audited account in the past three years. Provide audited accounts for the past three (3) years.
Has the business demonstrated a sustainable financial growth profile over the past three years, showing turnover stable or grown, positive cash flow before investment, net profits stable or growing?
- Nigerian Content
Bidders are invited to express complete understanding and willingness to comply with provisions of the Nigerian Oil and Gas Industry Content development (NOGICD) Act 2010. Consequently, biddders’ submissions shall be evaluated strictly with the minimum evaluation criteria defined in The Act’
The documentation for evaluation shall include but not be limited to the following:
- Demonstration that entity is a Nigerian registered company as defined in the NOGICD Act 2010 by providing details of Company ownership and share holding structure with clear certified true copies of bidders’ Corporate Affairs Commission (CAC) forms C02 and CO7.
- Nigerian Content Plan that demonstrates the full utilization of Nigerian labour and services with detailed description of role, work scope and man-hours in order to achieve the minimum target as set out in the requirements of the NOGICD Act 2010. Where in-country capacity is inadequate o innovations to bridge the gap.
- Current and in-place organizational structure with detailed experience and skills of key management personnel with names. Provide evidence (personnel lists and positions with organizational chart to substantiate) of percentage of management that are Nigerian nationals and the percentage of the total workforce that are Nigerians.
- Where the bidding entity lacks capacity, genuine alliances with multinational companies for the purpose of technology transfer shall be encouraged. The alliance/joint venture shall be executed with binding Memorandum of Agreement (MOA) signed by chief executives of both entities stating clear work-share ratio among the parties and time frame for growth or transfer to be achieved.
- Evidence that engineering services shall be performed in Nigeria with a clear demonstration of local office address (not P. O. Box) with verifiable evidence of staffing levels; this will be supported by full description of Nigerian office to domicile engineering.
- Detail past/present commitment to staff training and development of Nigerian personnel.
- Furnish detailed training plan for the service.
- Specific to this project, provide evidence (personnel list) of percentage management that are Nigerian nationals and of the total workforce that are Nigerians.
- Provide evidence to show that a minimum of 50% of the equipment to be deployed for the work is owned by the Nigerian subsidiary if international or multinational company is working through the Nigerian subsidiary including equipment list,
- Bidder’s sourcing strategy/plan for this scope of service; and evidence of source of products materials etc, with details of the applicants relationship with local suppliers and service providers e.g in the management of logistics, personnel etc.
- Nigerian Content Equipment Certificate (NCEC) or evidence of application to NCDMB for the issuance of the Nigerian Content Equipment Certificate.
- Evidence of the address and location where procurement and project management activities will be coordinated in Nigeria.
13. Detailed specific programmes in place to transfer technology and skills to Nigerian businesses
NOTE: Failure to meet the Nigerian Content requirements is a “FATAL FLAW”

- Bidders shall be requested to provide evidence to show their compliance with the above listed requirements at the ITT stage.
