Invitation to Pre-Qualify for the Production, Assembly, Supply and Fixing/Installation of Furniture for the NPDC Head Office Building Complex

1.0 Introduction:
The Nigerian Petroleum Development Company (NPDC) requires the services of a company to undertake the manufacture, procurement and fixing/installation of Furniture for the new NPDC Head Office Building Complex located at Oko Village, Benin City, Edo State.
By this publication, competent and reputable Companies are invited to submit pre-qualification documentations as a prelude for the manufacture, procurement and fixing/installation of the following Furniture works listed in Item 2.0 below.
Only pre-qualified Companies will be invited to submit technical and commercial tenders for the works.
2.0 Description of the Project Scope
The manufacture, procurement and fixing/installation of the Furniture shall cover the following:
2.1 Fabricate, supply and fix furniture pieces, tables, chairs, accessories in conformity to the Architect’s Layout design and specifications to cover the entire Head Office Complex and its ancillary buildings.
2.2 Furnishing of the Head Office building to cater for a population of 800 people.
2.3. Furniture types shall include but are not limited to:
2.3.1 Executive Office table + return + cabinets and drawers + Executive High back leather chairs.
2.3.2 Visitors Chairs to Executive Tables.
2.3.3 Leather lounge seats (1, 2, and 3 seat).
2.3.4 Coffee Tables.
2.3.5 Built-in storage cupboards, heights 1500, 2100.
2.3.6 Cadenzas
2.3.7 Conference Tables with glazed and laminated timber tops + Chairs (6, 12, 20 seat).
2.3.8 Office tables, L shaped and angular.
2.3.9 Rectangular office tables.
2.3.10 Task Chairs in fabric.
2.3.11 Visitors Chairs in fabric.
2.3.12 Office Cabinets 1500, 2100.

3.0 Submission of Expression of Interest
All companies interested in bidding for this project shall submit relevant documentation for prequalification as stipulated in 4.0 below.
4.0 Pre-Qualification Requirements
By this publication, NNPC in compliance with the provisions of the Public Procurement Act 2007 and the Bureau for Public Procurement guidelines, invite interested and competent Furniture Manufacturers / Companies for prequalification to bid for the services described in 2.0 above. Interested companies shall submit the documents listed hereunder for the prequalification exercise.
4.1 Full details of company profile complete with CAC Certificate of Incorporation in Nigeria, Certified true copies of Memorandum and Articles of Association of the Company and CAC Form C 07 (Particulars of Directors).
4.2 Evidence of Company Registration with Department of Petroleum Resources (DPR).
4.3 Evidence of Company Registration with NNPC Headquarters or any of its subsidiaries in Category C or pending application for same.
4.4 Proof of Company’s financial capabilities, including audited accounts for the last three (3) years along with corresponding tax clearance certificates, Value-Added Tax (VAT) registration certificate and evidence of past VAT remittances.
4.5 Organizational structure and available work force with CV’s of key personnel showing evidence of adequate human capital for the required services.
4.6 Relevant and verifiable cognate experience with NNPC, or other organizations, on similar projects in the past five (5) years. (Please attach job completion certificates for completed projects and contract award letter and latest status report for on-going project including year, project title, client, project value and duration, client’s contact person, phone number and e-mail address, etc.)
4.7 Provide, with verifiable evidence, list of relevant equipment owned and/or to be sourced by the company as required by this project.
4.8 Confirm willingness to commence with the execution of this project on the basis of a Letter of Intent (LOI).
4.9 Company’s obligation to pay taxes, pensions and social security contributions in line with Section 16 (6) d of the Public Procurement Act (PPA) 2007 and Section 1 (2) of the Pension Reform Act including tax clearance certificates for the past three years.
4.10 Company’s CASHES and QA/QC policy: Demonstrable ability and verifiable evidence to handle very volatile host communities and topical community issues; Details of safety records for accidents, injuries and damages for the past three (3) years-e.g. Lost Time Incidents, Down-time, etc.
4.11 Any additional information that will enhance the potentials of the Company.
Only Contractors/companies that fulfil the above requirements and also pass the pre-qualification evaluation exercise shall be invited to participate in the Technical phase of this tender.
5.0 Nigerian Content Development:
Pursuant to NPDC-NNPC and Federal Government Policy to provide opportunities for Nigerian contractors and the development of local expertise, all the applicants must comply fully with the NOGICD Act to give preference to Nigerian companies or foreign companies with Nigerian affiliate and local ownership, which demonstrate willingness to execute the project to the satisfaction of the Nigerian Content requirements and guidelines. Each applicant is enjoined to avail themselves of the requirements of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act for full compliance.
Nigerian National Petroleum Corporation (NNPC) is committed to fully comply with the requirements of the NOGICD Act. In maximizing the local content of this project, pre-qualifiers are requested to give full details of their strategy for the local content implementation in order to comply fully with the law.
Specifically the Contractor shall:
5.1 Ensure that 50% of the equipment deployed for execution of the work is owned by Nigerian Company or Nigerian Subsidiary with clear and documented evidence of ownership.
5.2 Provide full details of company profile and ownership, “Form C02” and “Form C07” of the Corporate Affairs Commission.
5.3 Provide Evidence of registration into the NOGICD Joint Qualification System (NOGIGQS).
5.4 Provide detailed Company Organogram, list of proposed workforce and CVs of all staff from intermediate level and above.
5.5 Provide evidence that the company is COREN registered.
5.6 Provide statement of the name and location of the Nigerian Bank and any other financial institution engaged (this should also include the responsibility and scope of engagement with the Nigerian financial institution).
5.7 Provide verifiable information on name and location of Nigerian Legal service providers
5.8 Provide verifiable information on name and location of Nigerian Insurance service providers.
5.9 Furnish company NC policy/strategy.
5.10 Demonstrate awareness of legislative & regulatory provisions as it concerns Nigerian content.
5.11 Provide details of Company’s Nigerian Content manager (if any) with appropriate experience, qualifications, clear responsibilities & targets.
5.12 Make commitment to transfer technology, employment generation and competence development.
5.13 Provide evidence of an understanding of the local business environment & existing relationships with Nigerian enterprises & suppliers.
5.14 Provide evidence of success in nurturing Nigerian Content on previous projects.
5.15 Make available existing initiatives to develop Nigerian affiliates (For companies not resident in Nigeria).
5.16 Provide evidence of an existing/established presence in Nigeria or plans to establish a presence.
5.17 Provide location(s) of Project Management team and Procurement centre for the subject project.
5.18 Identify Nigerian scope of work as a percentage of the total work scope.
5.19 Provide project specific Human capacity development training execution plans for Nigerians.
In compliance with NOGICD Act requirements for Research & Development, the following should be noted:
1. All Operators or project promoters in the Oil and Gas industry launching service contracts or other applicable projects with completion period of 12 months and above shall provide R&D implementation arrangement with at least one applicable R&D cluster approved by the Board as part of the Operator’s Nigerian Content Plan for the project or service.
The arrangement shall be in the form of a Memorandum of Agreement (MOA) and indicate how the Operator will deploy the Cluster for any R&D requirements during the contract phase and the first five years of the service life of the field, facility or plant.
2. All Operators are to include in their ITT documents, a requirement that any service company bidding for such a project shall submit as part of Nigerian Content requirement, a signed MOA between it and one of the R&D Clusters relevant to the project. All service companies are required to sign an MOA with any of the research Clusters. The MOA shall indicate how the service company intends to use the relevant research Clusters during project execution to the satisfaction of the Board. The MOA shall form part of the documents to be reviewed at technical evaluation stage.
Submission of Pre-qualification Package
The requested information and any supporting documents in respect of these requirements should be submitted in one original plus three duplicate hard copies and two electronic copies (CD ROM). The documents shall be in single package, sealed and marked:

7.0 Important Information
It must be noted that:
7.1 Your company shall provide NNPC with a letter of Authority to verify all claims made in your submissions.
7.2 For Joint Ventures or Partnerships, the previous experience being claimed may include those executed by the Joint Venture or Partnership where applicable, as well as the individual relevant experiences, provided the Joint Venture or Partnership Agreement/Memorandum plus the Power of Attorney linking the companies is submitted.
7.3 Please note that this is not an Invitation To Tender. Only Companies adjudged qualified by NPDC under this prequalification procedure shall be invited to participate in the competitive tender.
7.4 NPDC reserves the absolute discretion and right to either accept or reject any documents and it shall not be required to assign a reason for refusal to invite your company to participate in the bidding exercise or to enter any correspondence concerning the selection of any contractor for the services.
7.5 All costs incurred by your company as a result of this pre-qualification exercise and any subsequent request for information shall be to your account.
