Advert for Tender Opportunity: Evacuation, Treatment and Disposal of Weathered Oil/Sludge Services for NAOC JV Land/Swamp Operations
1.0 Introduction
Nigerian Agip Oil Company Limited (NAOC), on behalf of NNPC/NAOC/Oando Joint Venture, invites interested Companies (Applicants) for this tender Opportunity for the provision of the Services listed under Scope of Work/Services Requirement’ which will be carried out in respect of NNPC/NAOC/Oando Joint venture 2014/2016 operations for Swamp and Land areas in Nigeria. Availability to commence provision of Services is required for an anticipated Commencement Date: 3rd Quarter 2014.
Note: This advertisement is for three (5) separate and distinct Tenders (a, b, c,) listed below. Therefore, interested tenderers must be prequalified in the respective JQS product/services category for each service.
2.0 Scope of Work/Service Requirement
The Scope of Work duration shall be for two (2) years, plus one (1) year optional extension.
Evacuation, Treatment and Disposal of weathered oil/sludge (Product/Service Category 3.15.07 Waste Management Services)
The services to be provided consist of but not limited to the following;
(a) Mobilisation; Contractor shall mobilize relevant personnel and equipment to site for the purpose of executing the service.
(b) Evacuation/Transportation; Contractor shall evacuate weathered oil/sludge and use vacuum truck(s) where applicable to evacuate the sludge from the waste pit into tanks/skips on the barge or tanker and transport the weathered oil/sludge to Contractor’s site for treatment and disposal.
(c) Treatment; Contractor shall treat the weathered oil/sludge using Incinerator.
(d) Post treatment Analysis: Contractor shall carry out post treatment analysis on the residue using approved laboratories and analysis reports submitted. This is to ensure that the residue meets regulatory requirements prior to disposal.
(e) Disposal; Residue confirmed by analysis to meet regulatory requirement shall be disposed by method in compliance with statutory requirement and approved by the Company/Regulators at the Contractor’s approved site.
(f) General: All jobs to be executed within this scope shall be carried out in full compliance with DPR and FME Regulations.
3.0 Mandatory Requirements
(a) To be eligible for this tender interested Contractors are required to be pre-qualified in the following Product/Services: 3.15.07 Waste Management Services – For Sludge treatment Services in NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this category will receive Invitation to Technical Tender (ITT).
(b) To determine if you are pre-qualified and view the product/service category you are listed for: Open www.nipexng.com and access NJQS with your log in details, click on continue Joint Qualification Scheme tool, click check my supplier status and then click supplier product group.
(c) If you are not listed in a product/service category but you are registered with DPR to do business, contact NipeX office at 30, Oyinkan Abayomi Street, Ikoyi Lagos with your DPR certificate as evidence for necessary update,
(d) To initiate the JQS pre-qualification process, access www.nipexng.com to download application form, make necessary payments and contact NipeX office for further action
(e) To qualify, tenders must comply with the provisions of the Nigerian Oil and Gas Industry Content Development ACT, 2010 and with other requirements in Nipex system
4.0 Nigerian Content
Bidders are invited to express complete understanding and willingness to develop in-country capability and capacity for related items to enhance the development of Nigerian Content in compliance with the Nigerian Oil and Gas Industry Content Development Act (NOGICD ACT, 2010) and Cabotage Act.
Pursuant to the above, bidders’ submissions shall be evaluated strictly with the minimum evaluation criteria defined in the NOGICD ACT, Only bidders whose submissions are in compliance, shall proceed to the next stage of the tender process.
The information / documentation that are required to be submitted by bidders at the ITT stage among others are as follows;
(1) Preparation of Nigerian Content Plan that addresses utilization of Nigerian Labour, Services, Materials and Equipment for this service in order to achieve a minimum target as set out in line with the requirements of the NOGICD ACT.
(2) Provision of detailed description of all work bidders will accomplish using Nigerian Resources (Labour, Material & Services).
(3) Provision of current and in-place organization structure with detail experience and skills of key management personnel with names. Provide evidence (personnel list and positions with organization chart to substantiate) of percentage of management that are Nigerian Nationals and the percentage of the total workforce that are Nigerians.
(4) Detail past experience / present commitment to staff training and development of its Nigerian Personnel. Furnish details of training plans for Nigerians specific to this scope of work.
(5) State any further innovative proposals that would enhance the Nigerian Content for the project
(6) Demonstrate that entity is a Nigerian company as defined in the ACT. Where capacity is inadequate, Genuine Alliances with multinational for the purpose of technological transfer with a foreign-opportunities, owned or multinational company with Memorandum of agreement etc. Tenderer is required to demonstrate work share ratio and time frame for growth to be achieved.
(7) Provision of details of your company ownership and share holding structure. Submit copies of your CAC forms CAC10, CAC2.5, CO2 and CO7,
NOTE: Bidders shall be requested to provide evidences to show their compliance with the above listed requirements at the ITT stage. Failure to meet the Nigerian Content requirements is a “FATAL FLAW.”
5.0 Closing Date
Only bidders who are registered with NJQS in the above products/services categories as at 16th April, 2015, being advert closing date shall be invited to submit Technical Bids.
