Background:
The Nigerian Content Development and Monitoring Board (NCDMB) is promoting the establishment of Oil and Gas Parks under its Nigeria Oil and Gas Park Scheme (NOGaPS), to facilitate manufacturing of a range of made in Nigeria goods for the oil and gas industry.
The NOGaPS intervention involves establishment of physical infrastructure and enabling environment that will attract Original Equipment Manufacturers (OEMs), multinationals and other oil and gas related manufacturers to establish manufacturing shop-floors close to oil and gas fields and communities.
The Board has identified about 20 Hectares of land where the oil and gas park will be established across the 3 states designated for the pilot phase i.e. Bayelsa, Imo and Cross River.
The Architectural concept design for the park has been developed, earmarking the following structures to be erected within the parks.
- Manufacturing Shop floors with warehouse and offices
- Infrastructure Amenities- Roads, Fence, Power Station, Water Plant, Fire Station, Maintenance Workshop, Parking Area, Jetty
- Management Amenities- Clinic, ICT Centre, Restaurant, Bank, Truck Holding Area, Entrance Gate & Gate Houses.
Statement of Purpose:
The purpose of this Request for Proposal (RFP) is to select reputable consultants for the scheme through a competitive bidding exercise. The consultants that will be required include:
- Architects
- Civil/Structural Engineers
- Mechanical/Electrical Engineers
- Information and Communication Technology (ICT)
- Quantity Surveyors
- Project Management
Scope of Work:
The Board intends to develop the parks in 3 strips. The details of the structures in each park are listed below;

Consequently, the Nigerian Content Development and Monitoring Board (NCDMB) hereby invite interested consultants to submit a proposal for the provision of consultancy services as it relates to proposed structures to be established in the parks. The proposal shall be per location.
Nigerian Content Requirements:
Interested consultants in each category must demonstrate through their proposal that they have the technical competence to provide the required consultancy services. Bidders must also show compliance with the Public Procurement and other statutory requirements for the engagement of consultants in the Nigerian Oil and Gas Industry. Therefore, the proposal shall include but not limited to the following:
- Company profile and organizational structure, including names, resumes and phone numbers of key personnel.
- Experience/technical qualification of the company and key personnel that will be directly involved on the project.
- Verifiable list of previous relevant experience with evidence of awards and certificates of completion.
- Evidence of incorporation of the company in Nigeria and Nigerian Ownership of the company.
- Company tax clearance certificate for the last three years.
- Audited annual report of the company for the last three years.
- Evidence of successful completion of similar projects located in oil and gas communities.
- Evidence of financial capability (bank statement) for the last six months.
- Submission of Nigerian content plan for the project including demonstration of how you intent to comply with section 35 of Nigerian Content Act relating to employment and training of youths from communities in the pilot states of Bayelsa, Cross River and Imo.
- Execution timelines and deliverables for the preferred consultancy service.
- Submissions must be made in English only.
- The details of consultancy fee shall be submitted as a separate proposal. The validity period for the fee shall be six months from the date of final submission of proposal.
- Registration as consultant with the Bureau for Public Procurement.
Submission:
All proposals (both technical and commercial) are to be submitted in two separate envelopes and clearly marked as follows:
- Architects- “Architectural Consultant’s technical proposal” and “Architectural Consultant’s commercial proposal”.
- Civil/Structural Engineers (CSE)-“CSE Consultant’s technical proposal” and “CSE Consultant’s commercial proposal”.
- Mechanical/Electrical Engineers (MEE)-“MEE Consultant’s technical proposal” and “MEE Consultant’s commercial proposal”.
- Information and Communication Technology (ICT)-“ICT Consultant’s technical proposal” and “ICT Consultant’s commercial proposal”.
- Quantity Surveyors (QS)-“QS Consultant’s technical proposal” and “QS Consultant’s commercial proposal”.
- Project Management (PM)-“PM Consultant’s technical proposal” and “PM Consultant’s commercial proposal”.
Interested bidders shall be required to view the conceptual Architectural design in NCDMB office, Yenagoa for better understanding of the park concept before the closing date of this advert.
