Request for Expression of Interest for Consultancy, Construction, Project Management and Other Services to Enugu Capital Territory
Development Authority (ECTDA)
Introduction:
The Enugu Capital Territory Development Authority (ECTDA), pursuant to its mandate of leading infrastructural and spatial development of Enugu Capital Territory intends to undertake projects and programmes that will lead to the development of a planned and orderly capital territory with reduced traffic congestion and ensure urban aesthetics for the territory. It will also lead to efficient management of city infrastructure and define a recognisable icon for the city. ECTDA hereby invites Expression of Interest (EOI) from suitable consultants, contractors, project management firms, service providers etc. This EOI will be directed towards the provision of necessary services to lead to ECTDA various projects.
2. The Vision Projects are as Follows:
2.1. Production of Development Plan
A development plan that will review the existing physical development and growth in the Capital Territory – roads, buildings, markets, environmental issues. It will also make recommendations for planning standards in new development areas taking into cognisance the peculiar characteristics and indices of the Capital Territory. The successful consultant will be expected to produce a vision for City development and an implementable strategic plan for the vision.
2.2. Development of Multi-storey Car Park
ECTDA has identified Old Park and Holy Ghost Park as site for the development of multi-storey car park to cater for traffic that will otherwise spill over onto the adjourning roads. These parks will be operated as a paid service parks and the cost of their development will be recovered over-time from the revenue generated from the parks. The successful developer will be required to build, operate and transfer to the state government.
2.3. Establishment and Management of Designated Ground Level Parks
ECTDA has also identified other areas on the capital territory where ground level parking will be undertaken on a paid basis. A public private partnership will be adopted in the implementation of the project. Service providers are invited for the management of the parks.
2.4. Construction of Ornamental City Icons
Three icons that have historical, cultural, political and economic relevance to the Capital Territory will be constructed at each of the major routes leading into the Capital Territory. ECTDA therefore requires seasoned construction companies to bid for the construction of the city icon.
2.5. Relocation of Car dealers, Aluminium and Metal workers and Carpenters and Furniture makers
ECTDA requires the services of developers who will fund the construction of the various structures and spaces for the various traders which are to be relocated to appropriate locations within Capital Territory.
2.6. Procurement of Kiosk
In certain locations with the Capital Territory, the use of kiosks for commercial activities and sale of specific products will be permitted. The purpose is to eliminate indiscriminate street trading in the capital city. Suppliers and manufactures are invited to provide information on their products which may be suitable for the above purpose.
General Requirements:
Interested firms must show through their proposal that they understand the objectives of the establishment and that they have sufficient technical expertise to handle the project. They will also be required to show evidence of the following additional requirements.
(a) Company profile and organizational structure
(b) Qualification of key staff, including their names, resumes and technical experience
(c) Evidence of legal administrative partnerships or consortia in Nigeria
(d) Evidence of incorporation of the company/partnership
(e) Company tax clearance certificate and audited annual report for the past three years
(f) Evidence of similar work experience
Submissions:
All proposals are to be submitted in sealed envelopes with the choice of their proposal clearly indicated at the top right corner. Information and further guidance may be obtained in the office of the director Planning, Research and statistics between the hours of 10am and 2pm Mondays – Thursdays from 16th April- 6th May 2014. All proposals are to be in hard and electronic format and are to be addressed to the PERMANENT SECRETARY, ENUGU CAPITAL TERRITORY DEVELOPMENT AUTHORITY and should reach the ECTDA office, 1st floor, 28 Okpara Avenue, GRA, Enugu, before 12 noon of 13th May, 2014. Only shortlisted firms will be invited to submit financial proposal. Please note that the request for EOI is free.
