Expressions of Interest
The Ogun State Government through the Federal Government of Nigeria has requested financing from the “Agence Francaise de Developpement” (AFD) For the implementation of the Ogun Urban Water Supply Project (OguWaSP). To support Ogun State Water Corporation (OGSWC) in the project management, OGSWC intends to apply part of the proceeds for the following services: Project Management Support (PMS).
The services include the following activities:
(1) Support the preparation and the launch of the selection processes for 4 major consultancies (Terms of Reference, bidding documents, bidding process, Bid Evaluation Reports).
- Institutional Technical Assistance.
- Organizational Technical Assistance, in the form of a performance-based service contract.
- Detailed Engineering Design (DED) and supervision for Water supply in Abeokuta
- Detailed Engineering Design (DED) and supervision for dam rehabilitation on Ogun river.
(2) Conducting regular reviews of project progress, in the form of advisor, support to OGSWC Project Implementation Unit (PIU)
(3) Conducting regular independent audits of the organizational technical assistance performance-based service contract.
For each one of the 4 packages mentioned above (see point 1.), the following activities shall be conducted:
- Drafting Terms of Reference (ToR) in collaboration with the
- Production of confidential cost estimate.
- Assisting the PIU in bidding documents preparation and tendering process (including design of qualification and evaluation criteria).
- Assisting the PIU and the evaluation team the production of Bid Evaluation Report (BER) and contract negotiations (including design of bid evaluation forms, recommendations for contract award, contract finalization), via ad hoc punctual missions.
The Consultant should be resident in Abeokuta the project location during the 1st phase which shall last about a year.
After the first phase of the assignment (about 1 year), once the 4 consultancies mentioned above are in place, the Consultant shall play a role of counselor to the PIU of OGSWC. This duty will be in the form of regular missions during the 4 last years of project implementation.
The Implementation period shall therefore be five (5) years.
The Ogun State Water Corporation now invites consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
The Client will prepare a short list of about six candidates to be pre-selected on the basis of the expressions of interest received to whom he will send a Request for Proposals to perform the services.
Expressions of interest must be delivered to the address below on or before 27th July, 2015 by 3.30pm.
