Invitation for Pre-Qualification/Tender for the Provision of Engineering Infrastructure for Burun West a District of the Federal Capital Territory
1. Deepearth Engineering Company Limited has just concluded a Private Sector Collaboration (PSC) Arrangement which started in March 2013, on the Land for Infrastructure Swap Project with the Federal Capital Territory Administration (FCTA) for the provision of Engineering Infrastructure at Burun West ‘A’ District. The proposed project is to be wholly funded by Deepearth Engineering Company Limited. Interested companies with the requisite technological competence are hereby invited to submit technical and commercial bids.
2. Scope of Work:
The scope of work for this Project would cover the following items:
(i.) Site Clearance and Earthworks
(ii.) Confirmatory Soil Test
(iii.) Construction of Road Pavement
(iv.) Construction of Storm Water Drainage
(v.) Construction of Concrete Box/Pipe Culverts
(vi.) Construction of Waste water Drainage
(vii.) Power supply, Street lighting and Telecommunication Ducts
(viii.) Water Distribution Networks
(ix.) Testing
3. Technical Proposal:
In order to be considered for pre-qualification, interested companies are requested to submit an Expression of their Interests, with the following accompanying Documents:
(a.) Evidence of incorporation/registration of the Company with Corporate Affairs Commission (CAC) including Articles and Memorandum of Association of the company and up to date Annual returns with CAC (forms C 02 & 07 to be included).
(b.) The Company should in addition, show evidence of the following:
(i.) Tax Clearance Certificate for the last three (3) years
(ii.) Registration with PENCOM and Remittance to Pension Fund
(iii.) Payment of Training Contribution
(iv.) Compliance with the Employee’s Compensation Act (i.e) Remittance
(c.) A sworn Affidavit to the effect that:
(i.) The Company is not in receivership, insolvent or bankrupt
(ii.) The Company does not have any Director who has been convicted by any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety.
(iii.) There is no officer of the Deepearth Engineering Company Limited who is a former or present director, shareholder or has any pecuniary interest in the bidder.
(iv.) That all the documents submitted for the pre-qualification bid are true and correct in all particulars of this project.
(d.) A chart indicating the number of Nigerians that would be employed by the company at various levels for execution of this project
(e.) Audited Accounts of the Company for the last three (3) years duly endorsed by the firm of Chartered Accountants.
(f.) Letter authorizing Deepearth Engineering Company Limited to crosscheck the submitted company’s Bank Account
(g.) List and verifiable documentary evidence of similar jobs successfully executed (or being executed) within the last three years including their letters of award, contract agreements and relevant completion certificates or certificates of valuation where the jobs are on-going.
(h.) Verifiable list of major construction equipment and facilities including registration numbers, chassis numbers, location (where they can be inspected) and remark on whether these are owned, hired or leased.
(i.) List of key technical personnel stating their roles, designation, qualifications and years of experience with the guarantee that a minimum of three (3) relevant Registered Professionals shall be deployed to the project. Copies of endorsed educational and professional certificates of key staff are to be attached.
(j.) Company’s policy on Community Social responsibility with verifiable evidence.
(k.) Bank statement of the company for the last one (1) year.
4. Financial Proposals:
The following documents shall be issued to interested companies as the basis for the Financial Proposals.
(a.) Conditions of contract – Vol. I
(b.) Contract Specifications – Vol. II
(c.) Bill of Engineering Measurement and Evaluation (BEME)(Hard & Soft) -Vol. Ill
(d.) Engineering Drawings – Vol. IV
(e.) Two copies of the Receipt of Tender Fees
5. Procurement of Tender Documents:
Interested Companies are to collect Tender Documents from the office of the Managing Director, Deepearth Engineering Company Limited, Plot 1070, Opp. Block 54, Ishaya Shekari Crescent, Gwarimp, Abuja upon production of evidence of the payment of non-refundable fee of N350,000.00 (Three Hundred and Fifty Thousand Naira Only) by Bank draft issued in favour of Deepearth Engineering Company Limited. 6. Submission of Documents:
The completed Tender shall be submitted as follows:
A hard copy and an electronic copy, (PDF format in CD or flash drive) of the Technical Proposals shall be placed in a sealed envelope clearly marked “TECHNICAL PROPOSAL”. However, Two copies of the Financial Proposal shall be signed and sealed separately and then placed in a bigger envelope clearly marked “FINANCIAL PROPOSAL” with a warning ‘DO NOT OPEN AT THE SAME TIME WITH THE TECHNICAL PROPOSAL”, written boldly on it.
Only companies whose Technical proposals are adjudged successful shall have their financial proposals opened for assessment. The envelopes containing the Technical and Financial Proposals shall be placed in an outer sealed envelope marked “PROPOSAL FOR THE PROVISION OF ENGINEERING INFRASTRUCTURE FOR BURUN WEST ‘A’ DISTRICT”. And addressed to:

Plot 1070, Opp. Block 54,
Ishaya Shekari Crescent,
Gwarimpa, Abuja.
The Document should be deposited in the Tender Box at the Office of the Secretary, Deepearth Engineering Company Ltd, not later than 12 noon of the 30th June, 2015
7. Opening of Tender:
The Technical Bids will be opened by 2:00pm same day at Deepearth Engineering Company Limited Office
Please note that only Pre-quaiified Companies will be contacted in writing for the Financial Bids Opening.
Further Notes:
(i.) Late Submission will not be accepted.
(ii.) Non Compliance with the above requirements and procedure automatically disqualifies the defaulting company from the exercise,
(iii.) Only companies with a minimum Turnover of 5 Billion Naira per annum would be considered for the works.
(iv.) Due diligence shall be carried out on the companies to verify claims included in their submissions.
(v.) Response to this invitation shall not obligate Deepearth Engineering Company Limited to consider any responding company for the award of any contract. All cost incurred shall be borne by the responding company.
(vi.) The Advertisement should not be construed as a commitment on the part
of the Deepearth Engineering Company Limited nor shall it entitle responding companies to seek any indemnity from Deepearth Engineering Company Limited by virtue of such company having responded to this advertisement.
8. Deepearth Engineering Company Limited might also consider expressed interest of Contractors/Financiers/Investors in executing the Public Private Partnership (PPP) Arrangement.
