Assignment:- Conduct of State Wide Survey for Identification of New and Existing Tax Payers and Support for the Development of an Electronic Database Management System (EDMS) in Yobe State Board of Internal Revenue Services
Expression of Interest
This request for expression of interest (ROl) follows the General Procurement Notice (GPN) Issued for this project that appeared in the UN development business publication of February 18th 2015. The GPN was also published in three Nigerian Newspapers on the same date of; (1) Daily trust, (2) Thisday and (3) the Guardian Newspapers respectively.
The Federal Government of Nigeria has received a grant from the International Development Agency [IDA] acting as administrator of a trust fund from the European Union, for the implementation of the State and Local Governance Reform Project. Yobe State, being one of the six beneficiary states now intends to use part of the proceeds for consulting services for the conduct of State wide tax payers survey and support the development of An Electronic Database Management System for Tax Administration and Management in Yobe State.
The scope of the consulting services (“the Services”) include:
(a) Verification of the existing tax/revenue payer database, through verification and validation of the tax payer’s information in the existing database.
(b) Carryout state wide tax survey in the 17 LGA’s of the State for the identification of existing/ new tax and revenue payers,
(c) Produce the tax/revenue database in manual and soft copies.
(d) Identify the major structural and institutional arrangements necessary for setting up the tax Electronic Database Management System (EDMS).
(e) Determine functional and technical requirement for the Electronic Database Management System (EDMS).
The Yobe State and Local Governance Reform (SLOGOR) Project now invites eligible consulting firm/consultant to express their interest in providing these services. Interested consulting firm/consultant is hereby requested to submit a statement of their capability to carry out the assignment indicating relevant experiences in similar assignment elsewhere in Nigeria. This should include, but not limited to summary of their CVs of its key staff, provision of the firm/company brochures, description of similar assignment carried out in the last five years (5)yrs. Experience in similar conditions and availability of appropriate skills among key staff.
The consulting firm will be selected in accordance with the procedure set out in the World Bank’s Guidelines; Selection and Employment of Consultant by World bank’s Borrowers (January 2011). In addition, please refer to specific information on conflict of interest related to this assignment as per paragraph 1.9 of the consultant guidelines.
