Expression of Interest (EOI) for Procurement of Microsoft Office 365 Implementation Consultant
Introduction
The Nigerian Electricity Regulatory Commission (NERC or the Commission) currently manages an on-premise Microsoft Windows Server 2003 network environment with Exchange Server 2003 as a messaging solution. The Commission plans to migrate a part of this network infrastructure to the Microsoft Office 365 cloud environment. The objective of this project is to drive the efficiency, effectiveness and resilience of the Commission’s business operations and information technology infrastructure. It is expected that a migration program will be developed and executed by the vendor and in addition, the vendor will provide post-migration support for a period of 24 weeks.
Background/Current State of Affairs
The Commission presently manages an on-premise Microsoft Windows 2003 Server network with Active Directory services for identity and network access management and Microsoft Exchange 2003 as its messaging platform for its staff spread across the country.
The Commission would like to migrate to
(1) An On-premise Microsoft Windows Server 2012 network with Active directory services for authentication and authorization and
(2) Microsoft Office 365 cloud service for messaging, collaboration and communication services
Accordingly, NERC would like to acquire vendor services for the development, implementation and support of the migration program. Furthermore, the Commission hereby requests short-listed vendors to provide comprehensive implementation and migration plans for achieving these objectives.
Technical Requirements
Interested reputable firms, in addition to being Microsoft Certified Cloud Deployment Partners, are required to demonstrate proficiency and experience in the implementation of the following;
(a) Microsoft Networks Implementation
(b) Microsoft SharePoint Implementation
(c) Microsoft Lync Implementation
(d) Microsoft Exchange Implementation
(e) Cloud migrations
(f) Change Management
(g) Project Management
(h) Client support and training.
LICENSING
The vendor should be an authorized Microsoft Certified Cloud Deployment Partner that will facilitate the purchasing, requesting and applying for all the appropriate licenses and certificates required for the project. The vendor is to become partner of record for NERC that will assist the Commission with managing licenses and certificates for an initial period of 24 weeks and shall explain the process of facilitating this task.
Eligibility to Participate
(a) Registration with Corporate Affairs Commission (CAC).
(b) Three (3) years (2012 – 2014) Current Tax Clearance Certificate
(c) VAT Registration Certificate including TIN No.
(d) Evidence of Pension Compliance Certificate
(e) Evidence of compliance with Industrial Training Fund (ITF) Act, 2011
(f) Availability of the appropriate Key personnel for the assignment with their CV’s
(g) Verifiable documentary evidences (Award letters, Contract Agreements etc) of implementation of Office 365 cloud services within the last three years.
(h) Comprehensive company profile reflecting executive capacity with address, mobile phone and e-mail contacts.
(i) Duly signed Curriculum vitae of professional staff proposed for the project, academic and professional certification, proof of registration of key personnel with relevant professional bodies
(j) Duly signed Audited Accounts by Chartered Accounting for the preceding 3 years (2012-2014).
Submission of EOI
Detailed Terms of Reference for the exercise shall be made available upon being shortlisted. Expression of interest must be submitted in three (3) hard copies with one (1) original on or before 12.00 noon, Wednesday 17th June, 2015 with the inscription on the Top left side of the envelopes: “Expression of Interest for Microsoft Office 365 Implementation Consultant for NERC”. EOI must be dropped into the tenders’ box located in the Commission’s Secretariat at room 203, 2nd Floor, Adamawa Plaza. Alternatively, further information can be obtained at the Procurement Unit Room 112, First floor, Adamawa Plaza, Plot 1099, CBD, Abuja from 9.00am to 4.00pm, Monday to Friday.
The Commission is not bound to short-list any firm and reserves the right to annul the bidding process at any time without incurring any cost or assigning any reason thereof.
