Expression of Interest
The Federal Government of Nigeria has received a grant from the International Development Agency (IDA) acting as administrator of a trust fund from the European Union, for the implementation of the State and Local Governance Reform Project. Jigawa, being one of the six beneficiary states of the grant, now intends to apply part of the proceed towards the engagement of a consulting firm to carry out State Wide Tax Survey and determination of functional and technical requirements for Taxpayer Electronic Database Management System (EDMS) in the implementation of activities in the Tax Modernization Sub Component of the project being implemented by the Jigawa State Internal Revenue Service (JSIRS).
The consulting services (“the Services”) include:
- Verification of the existing tax/revenue payer database through verification and validation of the tax payer’s information in the existing database.
- Carrying out State-wide tax survey in the 27 LGAs of the state for the identification of new tax/revenue payers.
- Production of the tax/revenue database in manual and soft copies
- Identification of the major structural and institutional arrangements necessary for setting up the tax Electronic Database Management System (EDMS)
- Determining the functional and technical requirement for the tax Electronic Database Management System (EDMS).
The Jigawa State and Local Governance Reform (SLOGOR) project now invites eligible Consulting firms (Consultants) to indicate their interest in providing the Services. Interested consulting firms are hereby requested to submit a statement of capability indicating relevant experience on similar assignments in Nigeria or elsewhere. This should include, but not limited to, summary of CVs of its key staff, provision of company brochures, description of similar assignments carried out in the last five years, experience in similar conditions, availability of appropriate skills among key staff, etc.
The consulting firm will be selected in accordance with the procedures set out in the World Bank’s (January 2011).
