The Federal Government of Nigeria (FGN) has received a credit from the International Development Association (IDA) towards the cost of the Transforming Irrigation Management in Nigeria (TRIMING) Project and it intends to apply part of the proceeds for consulting services
The TRIMING Project Development Objective is to improve access to irrigation and drainage services and to strengthen institutional arrangements for integrated water resources management and agriculture service delivery in selected large-scale public schemes in Northern Nigeria.
The principal proposed investment components are the following: Water Resources Management and Dam Operations Improvement; Irrigation Development and Management; Enhancing Agricultural Productivity and Suport to Value Chains Development and Institutional Development and project Management. The Implementing Agency for the Borrower (Government of Nigeria) is the Federal Ministry of Water Resources (FMWR). The FMWR has appointed a Project Management Unit (PMU) to manage all aspects of procurement, management, payments and disbursement application for the Project.
The consulting services include a comprehensive cadastral and land holding survey of the proposed Dadin Kowa irrigation scheme. The consultant will use as basis for the assignment the feasibility studies completed in 1992 as well as the last land ownership mapping carried out by MRT in 1983. The assignment is expected to last three (3) months.
The scope of the assignment include, but not limited to:
(i.) Describe and assess the existing legal framework that governs land tenure and administration in the area.
(ii.) Describe and assess the existing institutional arrangement for administration of land in the project area.
(iii.) Undertake a detailed diagnostic, using participatory and consultative field work methodology of the land rights and land use arrangement that currently exist in the area
(iv.) Identify and delineate the project area boundaries, based on Universal Traverse Mercator (UTM) fixed to existing mapping system.
(v.) Produce map (1:2000 4 sheets 140x 100 size) with data indicating land holding entering corresponding holding number, using internationally acceptable cadastral survey techniques.
The Transforming Irrigation Management in Nigeria Project (TRIMING) now invites eligible consulting firms to indicate their interest in providing the service. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the service. The shortlisting criteria are:
(a.) The firm must be a licenced geodetic or land surveying firm with core business in cadastral/land survey/landholding survey.
(b.) The firm must be experienced in cadastral survey and landholding survey or similar work undertaken with the completion of at least 3 in the last 7 years in a similar environment.
(c.) Must show evidence in northern Nigeria with good understanding of the Nigeria Land Use Act.
(d.) Experience in development of communication strategies and relevant media for cadastral survey assignments.
(e.) Must show availability of appropriate skills in the firm.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and employment of Consultants (under IBRD loans and IDA Credit and Grants) by World Bank borrowers January 2011 edition (Consultants Guidelines) setting forth the World Bank Policy on Conflict of Interest.
