Request for Expression of Interest (EOI) for the Upgrade of Kaduna State Staff Development Centre (SDC) Consultancy Services
(1.0) Introduction:
The Federal Government of Nigeria has received a credit from the International Development Association (IDA) towards the implementation of the Public Sector Governance Reform and Development Project. The overall objective of the project is to improve transparency, accountability quality in public finance and human resource management systems, with a view to strengthen governance in the participating states in Nigeria.
Kaduna State Government is making effort to upgrade the Staff Development Centre to the status of Kaduna State Public Service Institute which would be accredited by National Board for Technical Education(NBTE) and subsequently operate at the level of tertiary institution. The center shall among other things handle capacity building for senior and management staff in addition to the junior and middle level staff it currently handles. At the moment, the law to establish the Institute had been passed into law by Kaduna State Government.
2.0 Scope of Service
A recognized consulting firm or Training Institution will be required to carry out the following assignments:
- Prepare a strategic plan for the upgrading of the center as required.
- Conduct training needs assessment for the teaching faculty and make recommendation
- Conduct assessment of the centers current facilities and identify gaps or excesses
- Examine the organizational structure and management of the center then make recommendation, supporting the development of the strategic plan
- Develop a strategic business plan for making the institution self-sustaining
- Provide active support/advise for the Nigerian Board for Technical Education (NBTE) accreditation.
The Public Sector Governance Reform and Development Project now invites eligible Consulting Firms or Training Institutions to indicate interest in providing the above services required. Interested Consulting Firms should provide adequate information indicating their qualifications, experience and competency in similar or related assignment and the appropriate skill for this assignment.
(3.0) Selection of the Consulting Firm
The firms will be selected through Quality Based Selection(QBS) method, in according with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrower dated January, 2011.
Interested consulting firms or training institutions may obtain further information at the address below during office hours (9.00am-3.30pm) local time (Mondays to Thursdays) on the Terms of Reference.
Expression of Interest one (1) original and three (3) copies must be delivered in person or courier to the address below on or before 13th January 2014 with sealed envelope marked “Public Sector Governance Reform and Development Project”
