“INVITATION FOR EXPRESSION OF INTEREST (EOI)”
FOR THE DEVELOPMENT AND DEPLOYMENT OF LOCAL CONTENT APPLICATIONS IN SELECTED USPF PROJECTS ACROSS THE COUNTRY
Background
The Universal Service Provision Fund “USPF’ was established by the Federal Government of Nigeria to facilitate the achievement of national policy goals for universal service and universal access to Information and Communication Technologies (ICTs) in rural, un-served and under-served areas in Nigeria,
As set out in its SMP 2013-2017, the USPF plan to promote the development and deployment of local content and applications in order to enhance and facilitate the impact and sustainability of its project nationwide. Consequently, the USPF has set aside funds to achieve this objective.
Against this background the USPF hereby invites all qualified and interested companies to submit Expression of Interest (EOI) to partner with it in this undertaking,
2. Eligibility Criteria
Interested qualified companies are required to demonstrate the following competencies:
Specific Conditions
a) Must be a structured company that possess both human and material resources such as equipment, infrastructure and has in place an organized multiple team to execute the project within the contract period.
b) Must have obtained all necessary approvals from the relevant regulatory body (ies) that are responsible for approval of such content.
c) Must submit to the USPF a verifiable sample of the solution and associated tools for the project.
d) Experience in ICT / software deployment.
e) Experience in operational approaches to network roll-out.
f) Evidence of relevant technical experience with verifiable reference to similar applications deployed in Nigeria (please attach letters of reference from at least 3 institutions indicating the type and value of work done).
General Conditions
All submissions must comply with the requirements of Public Procurement Act, 2007 and must attach the following:
a) Evidence of incorporation or registration with Corporate Affairs Commission. Companies must enclose Certified True Copies Certificate of Incorporation and FonnC07,
b) Certified True Copies of Articles and Memorandum of Association of the Company, which must show that the Company has ICT related activities as part of its objectives.
c) Three years Tax Clearance certificates (2011,2012 and 2013)
d) Certificate of VAT and past remittances.
e) Audited accounts for the last three years.
f) Evidence of financial capacity to execute the project,
g) Evidence of proper understanding of telecommunication solutions.
h) Company profile and organizational structure, including names and resumes of key personnel and technical staff with addresses, phone numbers and email addresses.
i) Evidence of compliance with Pensions Act, 2004, including evidence of remittances and ITF contribution.
Deadline for Submission of Proposals
Two (2) bound hard copies of The Expression of Interest (EoI) should be submitted in a sealed envelope clearly marked USPF DLC at the top right corner with name of the company clearly printed on the reverse side of the envelope and must be delivered by hand not later than Tuesday November 4, 2014 by 5.00pm to the following address:
